WORKDAYS & HOURS: MONDAY - FRIDAY 8AM - 5PMSubject to changeDESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONSThe purpose of the Operational Readiness and Airport Transition (ORAT) team is the successful coordination of activation and opening of the new facilities at Houston Airports. ORAT guarantees that the facilities meet the readiness standards and expectations of a five-star airport where the magic of flight is celebrated. Under the general direction of the Chief Operating Officer, the Assistant Director - Operational Readiness Airport Transition (ORAT) will manage the operational planning and readiness requirements for all facility related functions and major projects at the Houston Airports. The Assistant Director will be responsible for the following:

Prepares operational and familiarization training for the MLIT portion of the ITRP program.

Prepares trial operations for opening the new D West Pier and ICP.

Develops the Concept of Operations for the new ICP, the new D West Pier and MLIT.

Develops the ORAT program for the HOU expansion and baggage handling project.

Provides direct communication with internal stakeholders, airline stakeholders, federal agencies, and airport tenants regarding ORAT workshops, trials, simulations, and other operational activities.

Develops the ORAT program for all of the major projects at HAS.

Works jointly to develop and manage the ORAT schedule and activities with the project schedule.

Develops Standard Operating Procedures (SOPs) and contingency plans for the new facilities.

Guides operationally focused design reviews throughout project development.

Manages stakeholder engagement throughout design and construction.

WORKING CONDITIONSThere are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. MINIMUM REQUIREMENTSEDUCATION REQUIREMENTSRequires a Bachelor's degree in Business Administration, Public Administration or a closely related field.EXPERIENCE REQUIREMENTSSeven years of administrative experience are required, with at least three of those years in a managerial capacity. A Master's degree may be substituted for two years of experience.LICENSE REQUIREMENTSValid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).PREFERENCESPreference will be given to applicants with a Master's degree or Project Management Accreditation, and 5 years of experience working at a medium or large hub airport in capacity. Basic airport and airline operations knowledge, including federal agencies that support airports. Some knowledge of blueprints and Project Design Drawings and Standards. Ideal candidate will have strong written and verbal communication skills, strong management skills, strong analytical and problem solving skills, and a high proficiency in Microsoft Office products.
