In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.Program backgroundThe Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.What You'll Be Doing:Oversee all tunnel excavation activities to ensure they are conducted safely and efficiently - this includes monitoring the structural integrity of the tunnel face, soil stabilization methods, and compliance with environmental safety standards to prevent structural or geological issues.Develop and implement plans to manage and dispose of contaminated soil or groundwater encountered during excavation.Ensure compliance with environmental regulations, minimize impact on surrounding ecosystems, and coordinate with environmental engineers to manage sensitive conditions.Manage coordination with utilities and other linear infrastructure, ensuring safe rerouting or protection of existing utility lines, railroads, or roadways affected by tunneling activities.Plan for and mitigate potential disruptions to these services throughout construction.Track and control the tunnel construction schedule and budget, including managing contractor performance, reviewing change orders, and ensuring adherence to project milestones.Address issues promptly to avoid schedule delays, particularly given the complexity of linear construction in sensitive conditions.Determines budget estimates and staffing requirements for the defined scope and schedule. Ensures that the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity.Establishes assignments for Construction Superintendents for various work areas of construction operations, monitoring progress and recommending corrective action as necessary.Conducts performance evaluations and recommends promotions and salary actions.Manages the assignment of manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost.Prepares periodic reports summarizing progress of construction activities for higher-level management and clients, including formal presentations.Ensures effective implementation of all Company and client policies and procedures, including labor relations policies.Serves as the primary contact with client representatives, subcontractors, and government representatives for construction-related activities. Maintains strong client and community relations.Performs other responsibilities associated with this position as may be appropriate.What Required Skills You'll Bring:15+ years of exp of heavy civil tunnel and structures, in sensitive environmental conditions, linear construction roadways, railroads, utility lines, tunnels, or other linear structures.Linear construction projects can also include contaminated properties and the generation of contaminated soil.
