Description of JobThis position assists the Department Controller, the Division Director and Deputy Director with managing all financial aspects for the Division of Human Resources which includes overseeing and authorizing expenditures, monitoring revenues, reviewing and/or entering accounting entries, year-end accruals, ensuring budgetary compliance and monthly reporting on the financial status of each unit.A summary of the duties and responsibilities will include, but are not limited to, the following:

Review for accuracy and appropriateness, then approve transactions entered by other accountants (e.g., GAX, FE, FA, RQS, CT, IET, CR, JV, etc.) Process employee reimbursements and payments to vendors. Prepare and enter journal entries as appropriate for monthly close. Review account coding to ensure transactions are in conformity with applicable Long Bill Appropriations, State Fiscal Procedures, State Fiscal Rules, Generally Accepted Accounting Principles, Governmental Accounting Standards and federal requirements, as applicable. Utilize advanced level Excel functions to review, analyze and report accounting data. Ensure submitted documents have adequate supporting documentation with clear explanations. Review submitted documents for accuracy prior to submitting to approver. Account for and reconcile monthly all balance sheet accounts, including but not limited to accounts receivable, accounts payable, deferred revenue, and prepaid expenses. Perform monthly reviews of budgetary and accounting reports and transactions to ascertain that financial information has been correctly recorded. Responsible for ensuring all BSA reconciliations are completed for self and direct reports by established deadlines.

Provide technical guidance on Common policies and accounting support for each assigned program. Prepare and submit invoice billings for all common policy departments via CORE internal transactions. Follow-up on outstanding invoices and receivables as needed. Compile asset and depreciation schedules, debt schedules and detailed billing information. Track TABOR revenue and ensure that transactions are properly classified. Ensure transactions are recorded in the proper accounting period. Allocate and post monthly and quarterly expenses and revenue in accordance with GAAP and Fiscal procedures. Confirm inter-agency payables/receivables and record any necessary JV's at month-end, quarter-end, and year-end. Provide quarterly training to DPA staff in alignment with the Executive Director’s Office goals.

Prepare monthly division financial reports including but not limited to operating report balances and detailed fund balance analysis of assigned programs. Analyze monthly financial reports including projections of monthly and yearly expenditure patterns to provide management with information necessary to control budget and make adjustments. Utilize advanced level Excel functions to review, analyze and report data. A summary of analysis detailing identified issues, analysis, and questions should accompany draft and final monthly operating reports.

Complete quarterly reporting to Dept. Controller to explain variances and abnormal balances in accounts. Compile and submit information to the Office of the State Controller for use in the statewide indirect cost plan. Provide reporting and variance analysis for TABOR revenue.

Review, analyze and reconcile accounts for assigned programs to ensure accuracy of representations in financial statements and reports. Work to become proficient at performing all required tasks in the CORE environment. Provide division managers guidance on CORE reporting as needed.

Prepare accurate year-end financial exhibits with adequate supporting documentation as required by State Fiscal Procedures. Provide documentation for annual statewide audit and respond to audit variance analysis and transaction questions as requested.

Provide financial management to assigned units.

Assist with division rate setting.

Establish efficient accounting processes, policies and LEAN concepts between DPA divisions to streamline processes and establish ""Best Practices.""

Review fiscal impact of programmatic decisions and communicate to supervisor and Controller. Monitor appropriations and spending to avoid over-expenditures. Make decisions that reflect knowledge of known accounting theory, principles and complex accounting problems. Make all other decisions by using a comprehensive analysis of transactional coding, appropriateness and acceptable documentation for approvals, and within appropriate guidelines. Review legislative fiscal notes and identify fiscal impacts to assigned divisions. Attend corresponding fiscal note meetings and be prepared to discuss potential issues with the DPA budget unit.

Determine the best method to communicate operating report information to division managers. Attend assigned division update meetings and provide information requested.

Perform human resources tasks, including supervision of assigned staff.

Approve work hours and leave requests in Kronos at least monthly.

Submit employee performance plan annually. Perform annual mid-year and final performance evaluation and submit to HRU.

Monitor performance and recommend disciplinary action as needed. Reviews work performed by assigned staff to ensure accuracy and

compliance with rules and regulations.

Assign job duties. Determine the best method or technique for carrying out assigned duties. Evaluate and recommend changes in staffing patterns, processes, and procedures.

Develop and/or update the desk manual for this position, including procedure for every duty performed.

Identify duties/tasks that need to be documented with written procedures.

Create procedures that include step-by-step instructions with screenshots when appropriate.

Procedures are written in a clear and professional manner using proper grammar and language. Procedures include notes for special handling and different processing at period end, quarter end, fiscal year end and fiscal year beginning. They also include the name of the author, date written, date updated, file path, and page numbers. Submit drafts for review by supervisor and update as requested.

Procedures should be saved in an electronic shared folder in an organized manner that allows for ease in finding specific procedures.

Experience with an ERP financial system or CORE

At least two years of recent and relevant accounting experience within the last 8 years

Strong understanding of accounting concepts including, but not limited to, debits and credits, accounts payable, accounts receivable, prepaid expenses, deferred revenues, fixed assets, depreciation, and reconciliation
