Program Manager

The Vietnamese American Community Center of the East Bay (VACCEB) is a non-profit organization with over two decades of history providing high-quality services to low-income, refugee, and immigrant populations and their families in Oakland, CA.

Position Overview: VACCEB is seeking a dedicated and detail-oriented Program Manager to oversee the day-to-day management of our service programs. This role involves providing leadership to program staff, ensuring that services meet contract terms, and supporting the overall mission of VACCEB. The Program Manager will also assist the Executive Director with grant proposals and act as the primary contact with funding administrators.

Key Responsibilities:

Program Oversight & Management:

Oversee VACCEB’s service programs to ensure contract deliverables are met on time and within budget.

Manage and track program clients, emphasizing their progress and utilization of services.

Open and close the center daily and ensure smooth day-to-day operations.

Monitor and report on program outcomes, submitting all required reports accurately and on schedule.

Manage building and operation maintenance by facilitating repairs, maintenance, and oversight.

Grant and Foundation Development:

Research potential funding opportunities from foundations, government agencies, and grant-making entities.

Assist in writing and submitting grant proposals aligned with VACCEB’s mission, ensuring timely and compelling submissions.

Maintain a grant calendar to track deadlines, submissions, and reporting requirements.

Collaboration & Strategy:

Work collaboratively with staff to develop targeted fundraising campaigns, leveraging email, social media, direct mail, and phone outreach.

Collaborate with leadership and staff to implement VACCEB’s overall development strategy and improve donor management systems.

Support the CEO in analyzing fundraising metrics and identifying areas for growth.

Provide leadership and guidance to program staff.

Community Relations & Partnership Building:

Build and maintain relationships with foundation funders, corporate sponsors, and stakeholders to grow support for VACCEB’s mission.

Represent VACCEB in community settings, engaging with civic groups, public agencies, and other organizations to increase awareness and support.

Qualifications:

Education & Experience: Undergraduate degree or equivalent experience. Experience managing programs and staff in a non-profit setting is required.

Commitment: Demonstrated ability and commitment to working with low-income, refugee, or immigrant communities.

Skills:

Professional outreach experience to client communities being served.

Proficiency in software such as Microsoft Office and Salesforce.

Strong ability to meet goals and deadlines with minimal supervision.

Self-directed and able to demonstrate initiative.

Demonstrated experience in providing calm and professional leadership to support staff

Ability to be a “working manager” to get assignments done.

Fast learner, flexible and ability to adapt to a changing environment.

Contract Period & Compensation:

Start Date: As soon as possible

Salary: $58K-$61K
