Overview

The Child Development Program Director is the member of the Management Team responsible for supporting and supervising agency Child Development Resource Specialists (CDRS) and requires oversight of all the necessary reports to the State and Federal government. The Child Development Program Director is also a member of the Provider Resource Team. This team is responsible for supporting child care providers in improving the quality of child care, ensuring that providers, who are contracted with the Family Child Care (CFCC) program, meet mandated standards, and for providing diverse provider and parent education activities.

The Child Development Program Director will conduct regular meetings with their team to asses progress, trainings and Provider/Children support. In addition, the Child Development Program Director will responsible for all state reporting and completion of the annual Program Self Evaluation. Lastly, the Child Development Program Director will cultivate a positive and supportive environment and maintain composure during hectic situations.

Minimum Qualifications:

1. BA in Child Development or related field of study

2. Director Permit or Waiver

3. CPR and First Aid certificates

4. Fingerprint Clearance on file

Job Responsibilities:

1. Oversee the daily operations of the Agency Child Development Resource Specialists (CDRS):

a. Monitor ongoing compliance with licensing regulations (Title 5), policies, and Funding Terms and Conditions.

b. Supervise the Agency CDRSs, including annual performance evaluations and ongoing staff development identification and planning.

c. Organize CDRS team meetings by preparing agendas, taking and distributing notes, and maintaining records. Ensure assignments are completed and follow up on action items. Provide updates to the Executive Director.

2. Serve as a member of the Management Team to develop policies and procedures, participate in planning, monitoring and continuous improvement of Agency.

3. Represent the Agency as needed at appropriate meetings with other agencies and/or funding representatives.

4. Assist CDRSs in developing solutions to problems, find outside help, and/or additional community resources.

5. Carry and manage a small caseload of Providers/ per the Child Development Resource Specialist description.

6. Provide site visits at least once a month to providers with subsidized children in order to complete the following tasks:

A. Collaborate with the providers to assess each child’s developmental needs and to maintain and improve the quality of their program as required by the Funding Terms and Conditions of the contracts.

B. With the assistance of the provider complete a developmental profile of the subsidized children within 60 days of initial enrollment, and at required intervals thereafter. Maintain children’s portfolios with ongoing samples, anecdotes, notes, photos and other documentation demonstrating the child’s developmental progress. Check enrolled CFCC children status on NoHo database regularly.

C. In collaboration with the provider create a developmental summary utilizing the results of the DRDP. Plan curriculum that will address the psychosocial, emotional, cognitive, language and physical aspects of each child’s development.

D. Provide parent conferences twice per year, in collaboration with the provider to review the findings of the developmental profiles and discuss their child’s developmental progress and any areas of concern.

E. Plan and prepare activities for each visit based on results and findings of the Environmental Rating Scale and/or the professional development goals.

F. Provide training and quality development assistance to providers in planning a developmentally appropriate program for the children at their site, including activities that will address the psychosocial, emotional, cognitive, art, language and physical aspects of each child’s development.

G. During the facilitation of a demonstrated activity, observe the provider/children interactions and children’s developmental activities. Collaborate with the provider to plan subsequent training activities.

7. Develop and monitor training/quality improvement/corrective action plans as needed to assist in implementing improvements as noted in the DRDP Action Plan.

8. Collate, summarize and analyze the Desired Results Developmental Profiles and FCCERS data annually, and develop action plans for addressing findings.

10. Serve as a liaison between the RCCS office and the provider or preschool teacher, fostering mutual respect, communication and collaboration.

11. Assist providers and teachers to develop solutions to problems, to find outside help and/or additional community resources including a monthly provider and parent workshop.

12. Continue the development and maintain the Lending Library, including demonstrating curriculum kits as needed. Assist providers and teachers to develop solutions to problems, to find outside help and/or additional community resources (e.g., assist with applications for First 5 mini grants, referrals for children and family services.)

13. Perform other functions as related to Team and Agency operations

Physical Requirements

1. Ability to use computer for basic tasks. Computer use may cause eye and muscle strain, backaches, headaches, and repetitive motion injuries.

2. Ability to drive a vehicle to pick-up and/or deliver supplies and to transport miscellaneous materials, party, toys or informational supplies, etc.

3. Ability to lift 40 lbs. up to a height of up to three feet, and go up and down stairs.

4. Possession of a California Driver’s License and automobile liability insurance in the minimum amount of $1,000,000.
