Washington, Olympia, 98501 Olympia USAOverviewGovCIO is currently hiring for a Program Manager focused on Operational Excellence (OPEX), with a background in IT back-end systems and databases. This position will be fully remote located within the United States.ResponsibilitiesIn this role, you will provide contracted support to the Department of Veterans Affairs Office of Information and Technology. Specifically, you will lead teams of IT professionals responsible for maintaining the backend systems and databases for the VA Corporate Data Warehouse (CDW).As a self-starter on a team of high-performers, you will work closely with our VA partners to improve operational processes and to build a success-oriented organization focused on data analytics and integrity. Your thought leadership, problem-solving, rapid learning, and innovative, Agile mindset is essential to lead our clients through conceptualization, strategic planning, and execution.The OPEX Program Manager will be responsible for the following:
Lead the CDW System Administration (SA) and Database Administration (DBA) teams in daily activities and provide status to the GovCIO CDW Program Manager.
Ensure that all SA and DBA work is logged, prioritized and tracked through Jira or other tools designated by the Client.
Partner with Clients to strategize, plan and track progress toward meeting their objectives.
Work across CDW and OPEX pillars to ensure quality delivery of objectives and major initiatives.
Provide insights into best practices and initiatives that support the customer’s needs.
Ensure teams follow guidelines to produce highly quality products, that are tested and approved prior to delivery.
Understand existing processes and identify those areas requiring improvement and implement those for processes through team collaboration.
Develop trust amongst team members so to gather information needed to escalation customer concerns if/when they arise.
Identify appropriate resolutions to achieve client satisfaction in a timely manner and create a Root Cause Analysis, when needed.
Partner with other CDW and other product teams to define, implement, and operate a support model that leverages Agile and DevOps principles.
Analyze, manage, and report key system status and metrics to the customer.
Identify and manage risks and issues impacting the progress and outcome of key customer initiatives.
QualificationsRequired Skills and Experience:
Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline,12 years total work experience required, 10 years of relevant experience in IT or software engineering. 4 years of additional experience may be substituted for education.
10 years of project and/or program management experience within an IT environment.
2-5 years of experience working in a government environment.
Experience in leading teams using Agile Scrum and Kanban.
Clearance Required:
Ability to obtain and maintain a Suitability/Public Trust Clearance.
