EY is ready to help our government build a better working world. The opportunityThe Subcontracts and Procurement Manager is an individual contributor responsible for providing Subcontract & Procurement support for Federal contracts. You will review solicitations, proposals, bids, Procurement modifications and Purchasing Agreements. You will perform and compile Procurement Packages, Purchase Orders and proposals for compliance with internal Procurement policies, CPSR requirements, Purchasing System procedures, Federal Acquisition Regulations and all applicable laws. You will also develop and maintain strong working relationships with external and internal stakeholdersYour key responsibilities

Responsible for managing federal procurements from inception through close out

Assist in the implementation of the Procurement Manual and Purchasing System

Responsible for the drafting and submitting RFP/RFQs to vendors

Create Procurement Packages to ensure compliance with CPSR, Procurement Manual and Purchasing System requirements

Responsible for reviewing Subcontract and Procurement proposals for Government regulation adherence and internal policy compliance as well as drafting risk mitigation language

Works closely with internal and external general counsel office on legal issues and concerns

Develop recommendations for process changes and enhancements to improve efficiency

Responsible for ensuring procurements are in compliance with firm policies and procedures, as well as Federal Acquisition Regulations (FAR) and reporting requirements.

Review Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), procurements and Procurement Requests for Proposals

Monitor and evaluates changing federal Procurement requirements and industry trends and make recommendations/ modifications to policies/procedures as needed

Identify Procurement risks and issues, provides solutions, and recommends actions

Develop and integrate Procurement management tools, templates, methods, and processes for engagements

Work with Finance, Contracts and Business Teams to ensure proper Procurement value, funded value, timekeeping, billing, and any other financial requirements are in compliance with internal policies and Government requirements

Skills and attributes for success

Experience managing Subcontracts and Procurements

Experience and knowledge of CPSR, Procurement Manuals and Purchasing Systems

Excellent oral and written communication skills

Excellent working knowledge of Procurement concepts and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR)

Knowledge and experience with GSA schedules

Ability to learn and apply firm policies and procedures quickly

To qualify for the role you must have

Bachelor’s degree or equivalent experience

Knowledge of FAR, DFAR and other Federal Purchasing regulations

5+ years of Federal Subcontract and Procurement Management

Must be able to obtain and maintain a Top-Secret clearance

Ideally, you'll also have

Experience with project management and managing complex multiple projects

Ability to delegate work to accomplish objectives

Ability to coach and train

Ability to adjust quickly and adapt to changing priorities

Ability to work well independently as well as part of a team

Strong computer skills in MS Access, Word, Excel, and PowerPoint, as well as the ability to learn new computer applications

The salary range for this job in most geographic locations in the US is $75,500 to $137,000. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $90,600 to $155,700. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Under our flexible vacation policy, you’ll decide how much vacation time you need based on your own personal circumstances. You’ll also be granted time off for designated EY Paid Holidays, Winter/Summer breaks, Personal/Family Care, and other leaves of absence when needed to support your physical, financial, and emotional well-being.
