Position DescriptionSerco is excited to begin support to the F-35 Joint Strike Fighter Program Office. This contract provides program management support in support of the full acquisition life-cycle of the F-35 program, to include development, production, and sustainment.This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.Our Program Manager, located in Crystal City, Arlington, VA, supports the F-35 JPO Directorate of Acquisition and Integration (DA&I) in its mission to manage JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition. This position applies knowledge and experience in acquisition program management to the F-35 program throughout its life cycle. Our Program Manager perform specific tasks within a narrowly defined scope of responsibility within a set timeline, working only under very general direction. Prepares correspondence, briefing materials, and other documentation in support of the joint program office. Establishes and utilizes appropriate management information and feedback systems to review, control, and report on assigned projects. Interacts with working level program offices, support organization, and functional system contractor employees in support of the assigned program(s) and project(s), Works independently but may interact with more senior acquisition managers and project leaders to review completed or in-process work for overall adequacy and accuracy. This is a Hybrid/Telework position.In this role you will;

Assist DA&I in managing F-35 JPO enterprise-wide procurements and enterprise procurement metrics using the Procurement Management Tool (PMT) of the Navy NAVAIR Acquisition Management System (AMS) suite

Assist DA&I using PMT to plan, execute, manage procurements, monitor milestones, contract work in progress, and Procurement Initiation Document (PID) packages

Assist DA&I using PMT to support Integrated Product Team (IPT) contract and workload planning, Long Range Acquisition Forecast (LRAF), Planned Future Actions (PFAs), workload planning, bridge contract reporting, procurement planning to execution/award, predictive planning/risk modeling, electronic contract file, records and document management

Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process

Assist DA&I in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g. the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management

Assist DA&I in managing the PMO Integration Council (PIC)

QualificationsTo be successful in this role, you must have:

Ability to obtain an interim Secret Clearance within 90 days and able to obtain/maintain a final adjudicated Secret clearance.

Bachelor’s degree in related field or discipline, or an Associate degree plus an additional four years of acquisition program management, analysis, and planning related experience (total of 10 years).

The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.)

Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of four (4) years out of six (6) of recent work experience related to analysis and planning.

At least two (2) years in support of a Major Defense Acquisition Program (MDAP)

Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle management.

Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook

Experience assisting with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.

Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.

Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.

The ability to travel 10%.
