This position requires the candidate to be able to obtain a Public Trust. Assist DeCA Project Managers, Contracting Officer Representatives (COR), technical SMEs and the Enterprise Program Management Office (EPMO) throughout all points in the IT acquisition and contracting process, including planning, pre-award, and post-award activities.
Assist DeCA PMs, CORs, technical SMEs, and the EPMO in developing FAR/DFAR acquisition packages and associated reports, including conducting market research, cost/price analysis, developing PWS/SOO/SOW, evaluation criteria, etc.
Assist the Contracting Officer Representatives (COR) and Project Managers (PM) in the development of acquisition strategy and documentation
Provide advice on utilizing FAR/DFAR and DoD 5000 series/Adaptive Acquisition Framework-based contracting strategies for DeCA IT and software acquisitions
Utilize business acumen and communication skills to maintain stakeholder relationships, communicate with program staff, and perform risk management related to contracts.
Assist the government staff with contract consolidations and develop and maintain procurement timelines
Within broad objectives, support the development and implementation of a wide range of business solution contracts
Support the contract administration process, applying expertise on the body of statutory and regulatory guidance impacting acquisition
Process supporting and developing documentation for the award
Analyze and advise on the performance of procurement activities against various procurement indicators and goals
Provide group facilitation, interviewing, training, and additional forms of knowledge collection and requirements documentation
Develop briefing decks and documentation responsive to data calls from and status updates to senior leadership
Education and Experience Required:
Bachelor's degree
Experience working in a federal government environment and within PEO/Program Office
7+ years' experience in defense acquisition, contract formation and management to support the development of materials for Software, System Integration, and SETA support contracts
Experienced in writing requirements documents such as PWS, Market Research Documents, Justifications, Acquisition Plan/Strategy, Cost estimates, Source selection procedures
Knowledge and Skills :
Knowledge and understanding of the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation; DAWIA certification in Contracting desired
Excellent organizational skills and strong attention to detail
Excellent verbal and written communication skills
Understands contract financing and methods of payment
Demonstrated knowledge in the Adaptive Acquisition Framework (DoD 5000 series), particularly the DoDI 5000.75 (business systems acquisition) and DoDI 5000.87 (software pathway) to support the development of key deliverables and work products including but not limited to:
Capability needs statements
Acquisition plans/acquisition strategies
Initial integrated master schedule and work breakdown structure
Market Research, RFI's and Solution Analysis
Initial Intellectual Property Strategy
Ability to work in a fast-paced, demanding environment, to include flexible hours
Clearance Requirement:
U. S. Citizen with ability to obtain a Public Trust Clearance.
