The mission of The University of Texas M. D. Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.The primary purpose of the Executive Director, MMS position is for planning, leading and directing all strategic and operational aspects of the Materials Management Services department within Supply Chain Services. The assigned functional responsibilities include supply and inventory management, inbound logistics, records and asset management, linen and patient durable medical equipment management and customer service. Collaborates with other supply chain operational areas to design and implement solutions to supply chain logistics issues and systems. This position will serve as an advisor to the Vice President for Supply Chain Services and the broad customer base of MD Anderson Cancer Center.Requires extensive knowledge and experience in materials management including receiving and distribution,) inventory control, documents and records retention, property management operations and JCAHO and CMS regulatory compliance as it relates to materials management. Must be capable of establishing credibility within the institution as a functional expert and a leader in the materials management profession. Must also possess the leadership acumen, general management skills and strategic perspective to be a respected business partner by executive and faculty leadership. Requires extensive analytical and planning skills, professional judgment, independent decision-making abilities, very strong interpersonal and communications skills, excellent supervisory skills, project management skills, and the ability to function under pressure due to time constraints. Impacts operational and financial efficiencies at both the institutional and departmental level.KEY FUNCTIONS· Set strategic and tactical priorities for Materials Management within the Supply Chain Services organization based upon economic impact and the requirements of MDACC.· Creates an efficient and effective infrastructure to improve the organizations' ability to receive, inventory, secure and distribute the materials, records and property required to support the operations of MDACC.· Ensure that performance of Texas Medical Center (TMC) Laundry, MDACC's outsourced linen provider meets established regulatory, financial, and quality contractual requirements.· Ensure the transport of equipment, instruments and supplies is compliant with institutional standard operating procedures.· Serves as the institutional leader in developing materials management standard operating procedures that meet accreditation agency (JCAHO, CMS) guidelines.· Collaborate with other Supply Chain Services operational areas to design and implement solutions to supply chain logistics issues and systems.· Develop an inventory management strategy to support the accounting, reporting and utilization of inventories throughout the institution.· Responsible for managing a Materials Management workforce of over 130 employees and $25 million in departmental operating expenses.· Provide overall leadership and direction for distribution services, which includes management of on- site patient and research supply inventory, management of distributed stocking locations (PARS) for nursing and ancillary areas, and management of laundry, linen and patient durable medical Equipment.· Continue the development of skills and capabilities of the Materials Management staff to understand critical needs and priorities of MDACC relative to the functions and scope of services provided by materials management.· Work closely with institutional management to communicate and incorporate best known methods of materials management with a focus on continuous improvement in processes and strategic approach.· Work collaboratively and proactively with Sourcing and Contracting, Purchasing and departmental and faculty customer base to resolve materials receiving, inventory and distribution performance issues.· Evaluate financial and productivity reports to identify areas for financial savings and operational improvement.· Provide periodic and requested reporting to Quality Assessment Performance Improvement (QAPI) committee on expired and recalled supplies audits.· Serve on institutional committees and routinely represent Supply Chain Services and MDACC with the UT System, State of Texas, and other external organizations.· Lead all Materials Management administrative functions regarding human resources and financial and budget management.REQUIREMENTS:EDUCATION:Required: Bachelor's degree in Science, Healthcare, Business or other relevant field.Preferred: Master's degree in Business, Hospital Administration, or related field.LICENSES/CERTIFICATIONSAPICS certification (Certified Supply Chain Professional) within 18 months of hire.Possession of a valid Texas driver's license of the appropriate classificationEXPERIENCE:Required: Ten years of managerial experience in materials management.Preferred: Two years materials management experience in healthcare or large academic medical center.It is the policy of The University of Texas MD Anderson Cancer Center to provide equal employment opportunity without regard to race, color, religion, age, national origin, sex, gender, sexual orientation, gender identity/expression, disability, protected veteran status, genetic information, or any other basis protected by institutional policy or by federal, state or local laws unless such distinction is required by law. http://www.mdanderson.org/about-us/legal-and-policy/legal-statements/eeo-affirmative-action.htmlAdditional Information
