POSITION OVERVIEWApplications accepted from: All Persons InterestedJob Classification: Senior Staff Analyst (Benefits)Reporting Location: 611 WalkerWorkdays & Hours: M - F 8:00 A.M. - 5:00 P.M.Subject to changeDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe Human Resources Department Benefits Division is seeking a qualified Senior Staff Analyst to provide advice and guidance on contracts to senior management for benefit plans available to employees. Senior Staff Analyst monitors monthly claims for health benefit plans, help propose enhancements or modifications to existing programs, research industries related to benefits such as health care costs in the company’s area and oversees eligibility determination.
Research and tracks Benefits team performance reviews and reports to management.
Assists management in the adherence of department standards, procedures and team activities.
Collecting data and performing research on current practices and then developing policies and rules to ensure continued or improved compliance.
Monitor contracts to ensure vendor compliance. Enforce contract provisions and resolve vendor conflicts.
Analyzes and develops reports for assigned and ongoing projects and team status reports.
Conducts bids and requests for proposals on major projects and initiatives; prepares, and assist with the development of advertisement, and evaluates solicitation submittals to determine responsiveness and responsibility of contractor/vendor/supplier; facilitates the solicitation process after bid, quote or proposal is issued.
Develops purchasing arrangements and arranges various types of procurement methods; informs vendors of details of purchasing arrangements; prepares and distributes award letters, completes document execution process.
Prepares bid specifications for the purchase of Health and Wellness Benefits plans and assists the Purchasing Departments in developing bid specifications; assist Legal with drafting sample contracts.
Facilitates proposal evaluation and Procurement Committee meetings, and pre-bid/proposal conferences.
Prepares technical evaluation documentation and analytical reports to support major procurements.
Evaluates vendor performance based on knowledge of prices, delivery and information received from departments relative to vendor service and performance guarantees.
Extensive knowledge of purchasing methods, procedures and internal controls.
Advanced knowledge of the RFP process. Prepares Benefits RFPs, review RFPs, work with procurement on RFP development and legal with contract development and preparation
Ability to carry out job responsibilities in a self-directed and autonomous manner within the department's policies and procedures and administrative priorities.
Ensure SOP annual review, update and or modifications
Perform other duties as assigned.
