Description:
The City Secretary manages the City Secretary’s Office, ensures compliance with public meeting and records management laws, handles public information requests, and oversees city election administration. As Accounting Specialist, the role includes payroll, accounts payable and receivable, billing for utilities, bank reconciliation, and other financial duties. This position requires strong organizational skills, attention to detail, and regular interaction with the public, where professionalism and diplomacy are essential.
Requirements:
Administrative, Council, and Records: Provide administrative support to the City Administrator and Mayor, ensure compliance with Texas Open Meeting Laws, manage official city records, and serve as the City’s Records Management Officer. Attend and document City Council meetings, maintain the City Seal, and act as election administrator for city elections. Oversee employee personnel files and attend necessary training to ensure compliance with state and federal regulations.
Bookkeeping, Budgeting & Finances: Manage accounts payable, payroll, and employee records. Prepare financial statements, bank reconciliations, and oversee compliance with financial policies. Handle debt service payments, assist in budget preparation, and support the annual audit process. Oversee grant files and prepare various financial reports, including quarterly payroll and annual tax filings.
Here are some skills we are looking for in the ideal candidate: Strong oral and written communication skills, proficiency in Microsoft Office, Quickbooks, Assyst among other programs, ability to multi-task and meet deadlines, and maintain positive relationships with city staff, officials, and the public. Capable of managing sensitive information, and assist with city’s website and social media. Requires a valid Texas driver’s license, ability to attend afternoon meetings, occasional travel, and the ability to lift up to 25 pounds. Must pass a pre-employment background check and drug screen.
Education/Experience/Certifications:
Bachelor’s degree in accounting, public administration, or business administration preferred, or 4-5 years of relevant government experience. Must be bondable, obtain notary public certification, and Texas Municipal Clerks Certification preferred or completion within 3 years.
