Position DescriptionThe Metropolitan Treasurer position is a full-time position within the Metropolitan Government of Nashville and Davidson County. The Metropolitan Treasurer is the head of the division of Treasury in the Finance Department. Per the Metropolitan Charter, "The Metropolitan Treasurer shall supervise and be responsible for the custody and disbursement of all funds belonging to the Metropolitan Government and all funds handled by Metropolitan government officers as agents or trustees except as otherwise provided in this Charter or by ordinance or general law not inconsistent with this Charter." Performs related duties as required.Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.Typical Duties

Manages receipt and disbursement of Metropolitan Government's funds.

Manages daily liquidity.

Maintains long-term cash position forecasts.

Develops investment policies and strategies.

Serves as a member of the cash investment committee.

Oversees relationships with banks and other financial institutions.

Manages and oversees activity in the Metropolitan Pension Trust Fund.

Manages relationship with the Pension Trust Fund's investment advisor.

Coordinates and oversees activities of Pension Trust Fund money managers.

Provides administrative support for the Board of Education Administrative Retirement Committee (ARC).

Performs duties of Plan Administrator for Metro's 457 plan.

Manages commercial paper (short-term bond anticipation notes) program.

Manages relationships with various paying agents, underwriters, and rating agencies.

Oversees debt management activities according to policies, regulatory guidance and laws.

Manages required financial reporting.

Supervises preparation of checks and electronic forms of payment for distribution.

Minimum QualificationsBachelor's Degree in Accounting, Finance, Economics, or related field from an accredited college or university and, as stipulated by Metropolitan Charter section 8.106, at least five (5) years' experience supervising fiscal affairs and/or managing a treasury. No SubstitutionsCandidates with accreditations earned in a foreign institute are encouraged to apply. Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan GovernmentPreferred Experience, Knowledge, Skills, and Abilities

Master's degree in finance, accounting or related field

Government treasury management experience

Professional designation – CTP (Certified Treasury Professional), CPA (Certified Public Accountant), CGFM ( Certified Government Financial Manager)
