Job DescriptionThe mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.The Deputy Commissioner, Information Technology reports directly to the Police Commissioner and will assume responsibility for the management, administration, and coordination of the New York City Police Department's Information Technology Bureau. This bureau oversees the operation and maintenance of all information technology, data warehousing, and telecommunications systems utilized by the department, including the E911 Public Safety Call Answering Center, which provides 24/7 emergency response citywide.Under varying levels of managerial or executive direction, with varying degrees of latitude for independent initiative, judgment and decision, performs difficult and responsible professional managerial work in the planning, organizing and controlling of the overall activities of a major IT facility/activity. In an agency having an IT activity of sufficient size, complexity, and/or volume, serves as principal assistant to the IT manager. Manages the day-to-day activities of a large computer operation, serving as head of IT or as head of a unit responsible for one or more major operating functions. Serves as immediate deputy to the head of a very large IT operation. Heads the entire operation of a very large IT program overseeing all components of the program. In the temporary absence of supervisor, may assume the duties of that position; or performs assignments equivalent to those described.Qualifications

A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience.
