They will focus on building systems, processes, and reports that enhance the MTA’s ability to improve situational awareness. This includes shepherding the development of a Common Operating Picture (COP) / Situational Awareness tool from design to implementation, as well as overseeing and enhancing the Administrator On Duty (AOD) program (which acts as the on-call team for monitoring emergencies, and the first level of situational awareness). They are responsible for collecting, analyzing, and disseminating information to key personnel in order to enhance MTA’s response to emergencies. They will receive information from operating agencies, support divisions, external partners, and publicly available sources. In addition to passively receiving information, they are charged with proactively seeking and sorting information into data reports that will contribute to the MTA’s situational awareness.RESPONSIBILITIES· Working with operating agencies and various divisions, procure, design, and deploy a Common Operating Picture (COP) situational awareness platform for routinizing the movement of information, including the development of real-time status dashboards to summarize critical information for decision makers.· Participate in MTA Situation Room monitoring. While in the Situation Room, monitor all available information for potential or actual emergencies and proactively reach out to the impacted agency or division, as well as MTA Emergency Management and MTA HQ Safety and Security leadership to keep them informed.· Manage the Administrator On Duty (AOD) program. This includes scheduling the weekly coverage for the year, managing the MS Teams site (which serves as the repository for all AOD protocols and procedures), manage the weekly meeting invite, and lead the weekly AOD check-in meetings.· Participate as the AOD, as assigned through the schedule. This includes acting as the MTA point of contact for external governmental partners seeking to contact MTA or an operating agency.· Serve as a point of contact for all vendors of mass notification tools, such as Everbridge or comparable systems. This includes working with the operating agencies and divisions to support their efforts to make the most out of these tools and apply best practices from across the MTA enterprise. Ensures that the vendor(s) is meeting the requirements for training personnel within the Chief Safety Officer’s department as well as other agencies, divisions, and stakeholders. Identifies issues and makes recommendation for process improvements regarding obstacles and escalates as appropriate to senior management. Proposes strategies to increase adoption of these tools across the MTA.· Direct and participate in emergency operations during emergencies, including emergency staffing roles in the MTA Sit Room (virtual or in-person) outside regular business hours.· Analyze data and create reports that enhance the MTA’s situational awareness. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.· Demonstrated ability to communicate effectively with key internal and/or external stakeholders.· Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.· Demonstrated analytical capabilities and quantitative skills.· Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.· Self-motivated; always looking to improve, enhance and refine existing systems and processes.EDUCATION & EXPERIENCE· Bachelor's degree in Emergency Management, Homeland Security, or a related field from an accredited college or university, or an equivalent combination of education and experience may be considered in lieu of a degree; and· Minimum four (4) years related experience in a position(s) of progressively responsible experience in emergency management, project management, business continuity, public transportation, public administration, or experience in a large corporate or government organization with responsibility for producing actionable policies and plans.PREFERRED:· Past experience responding to transportation emergencies, or emergencies within the greater New York metropolitan region.· Familiarity with the MTA’s policies and procedures.· Familiarity with Power BI, Tableau, SQL, and other data analysis tools.GENERAL: May need to work outside of normal work hours (i.e., evenings, weekends, and holidays) Travel may be required to other MTA locations or other external sites.
