New York, New york city 00000 New york city USAJob DescriptionONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE ECONOMIST CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY.The Bureau of the Controller within the Division of Finance is requesting to hire an Economist level II to perform duties as a Payment Analyst. The Office of Fiscal Management (OFM) is responsible for processing all payments for all other-than-personal services expenses for the Department of Health and Mental Hygiene (DOHMH) and the Office of the Chief Medical Examiner. The unit processes over 2,000 invoices a month Which are received from vendors and providers of essential services. The selected candidate will be reporting to the AssistantDirector of Fiscal Management along with four other Payment Analysts. You will be assigned to a unit that will process invoices and make payments to various vendors.Job Duties and Responsibilities: -Review contracts and POs before processing payments in PAYRS or PassPort.-Summarize the assigned contracts that includes all payment sections and necessary requested documents to process payment in consistent manner.-Maintains accurate payment records in the same format with Annex B in excel on the share drive.-Ensure the services outlined on the invoices are aligned with the respective contracts and associated budgets before processing the payment to the vendor.-Correspond with program contacts for any disputes or disallowances.-Process and approve payments in accordance to city rules and regulations.-Process accrual clearance and reallocations in OAS.-Handle expense adjustments in FMS.-Budget tracking are kept cumulative as invoices are processed.-Process Expense Adjustment in FMS and check for appropriate back-up documentations, follow up with Comptroller with Final Approval-Set up accruals for prior year expense and follow up with chargeback for payments made-Correct and reconcile expeditiously any FMS/PAYRS errors.Why you should work for us:

A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or
A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits. Special Note To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time experience listed in "2" above.
