The interconnected and multi-layered nature of this Portfolio requires a robust program management discipline that focuses on improving levels of accountability, managing risks & issues, streamlining communication & status reporting and formalizing the decision-making processPositionThe Head of Strategic Program Management will directly manage and coach a team comprised of 6 -10 senior Program Managers responsible for overseeing the successful execution of multiple programs across Services.This role requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Excellent communication skills required to negotiate across all levels of the organization. It will support a wide range of sponsors and stakeholders for the purposes of providing status updates and ensuring that all programs are meeting key milestones and success criteria. The individual will be working within a large matrixed team across Product Management, Operations and Technology and will work hand-in-hand with partners to ensure continuous alignment to our overall Services Strategy. The Head of Strategic program management will also be asked to Strategic Program Manager will also be asked to drive execution of complex initiatives that require senior management interaction and alignment across the Services organization. This role will be part of the Services COO team, reporting to the Services Global Head of Program Management & Execution and be accountable on a day-to-day basis to the Services Senior Executive Leadership team.Responsibilities
Directly manages team that is comprised of 6-10 senior PMs.
Leads by example, demonstrating ethics, judgment and integrity in decisions and actions. PM Success Coaching
Actively manages the demand of work and assigns to the team. Manages stakeholder relationships and portfolio pipeline.
Manage capacity and program allocation cooperatively across the portfolio.
Prioritize and allocate resources based on business priorities and in conjunction with senior management.
Ensures programs adhere to Citi PM Policy and Standards for process, tools and quality assurance, while driving consistency of deliverables and artifacts across all programs in the portfolio. Enforces standards.
Recruits and retains talent.
Manage consolidated senior level reporting on all program activities and risk
Handles all aspects of performance management and provides PM team with timely performance feedback. Performs ongoing coaching and professional development of staff. Collects performance feedback from key stakeholders.
Oversees the creation and signoff of Portfolio programs plans and charters, benefits management plans, stakeholder management plans, acceptance plans, and central Program issue logs
Fosters a comprehensive understanding of how own area and others collectively integrate to contribute towards achieving business objectives.
Understands interdependencies and strategic impact, balances priorities and mitigates issues.
Ensures all stakeholders are identified and included in scope definition activities and understand the project schedule and key milestones
Persuades and influences others through developed communication and diplomacy skills with colleagues in other areas and occasional external customers
Collaborates with knowledgeable and demanding stakeholders to establish project plans for major initiatives and drive efforts to a successful conclusion.
Meets regularly with key clients and stakeholders to ensure expectations are met, obstacles are addressed, and relationships are proactively managed.
Coordinates with Technology, Operations and other functional teams to deliver consistent and efficient process/platform enhancements, providing hands-on support.
Ensures coherent and concise communications detailing the scope, progress and results of initiatives underway. Escalates as necessary and keeps senior management informed of key issues.
Establish complex operating structure and program governance across Citi enterprise to support key strategic, risk and regulatory initiatives.
Provide day-to-day management and “hands-on” end-to-end responsibility for coordinating the outcomes across all programs in the Initiative. Orchestrate and drive the successful & timely completion of initiatives to achieve the initiative goals.
Qualifications
10+ years in Project Management positions, whether in IT or technical business areas.
Financial Services, Markets or Banking background.
Solid proven experience in Portfolio or Program Management.
PMI PMP qualified and/or equivalent with proven experience across Agile and Waterfall environments preferred.
Ability to operate at different levels: to analyze issues, synthesize them. Develop themes. Understand risks, translate lessons learned into actions.
Ability and willingness to adapt to a fast-moving change environment. Strong communicator, written and oral across all levels of the organization, with ability to deliver succinct messages to senior sponsors across the firm.
Resilient and results oriented, with the ability to influence positive outcomes and deliver best class governance and controls.
Team player able to bring together wide range of individuals in pursuit of execution and progress.
Creativity. Adaptability, Drive and decisiveness to ensure decisions are reached quickly, minimizing debate.
Ability to clearly define roles and responsibilities delegating to the appropriate team members.
Forward planning, and problem avoidance and solving skills. Leadership to drive execution while able to minimize tension and ensure the team operates efficiently.
