Yes County Albany Street Address Swan St. Bldg, Core 3, Flr 5 City Albany State NY Zip Code 12210 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Information Systems Auditor 3 ITS, the Information System Auditor 2 ITS will be assigned to the Bureau of External Audit unit within the Chief Risk and Data Privacy Office (CRDPO) and will be responsible for tracking compliance with IRS publication 1075, Social Security Administration regulations, Payment Card Industry (PCI) compliance, FBI CJIS, as well as many other mandatory requirements. Additionally, the incumbent will be responsible for coordination of external audits and reviews.Duties includes, but are not limited to, the following: Manage teams and work collaboratively with ITS departments and NYS agencies, to support external audits. Coordinate external audits through phases (origination, initiation, execution, and close out.) Act as audit liaison for external auditors and departments. Conduct periodic meetings with external auditors and departments to ensure audits are progressing. Safeguard data and ensure confidentiality is maintained when needed. Work collaboratively with internal and external stakeholders. Coordinate with departments regarding audit findings and recommendations. Perform periotic follow-up on recommendations issued through external audits. Keep executive Management aware of open recommendations. Conduct periodic training for ITS employees on dealing with external audits. Coordinate responses to audits and submit documents through ITS’s internal review. Create repositories for data sharing related to external audits SharePoint. Manage the IRS and FBI on-site reviews. Manages Annual account access review and project teams. Perform the full range of supervisory responsibilities. Minimum Qualifications Non-Competitive: one year of service as an Information Systems Auditor 1 (ITS); OReight years of IT auditing experience.IT auditing experience must have been gained in any one or combination of thefollowing: An auditor with responsibility for the audits of system development life cycle,including the writing and presentation of findings reports of technical issues to anon-technical audience. An auditor with responsibility for the audits of physical and logical accesscontrols, general IT controls, and application controls, including the writing andpresentation of findings reports of technical issues to a non-technical audience. An auditor principally engaged in audits of IT project management,telecommunication networks, software, and business continuity preparedness. An information systems professional with responsibility for the analysis andevaluation of information systems, including platforms; network infrastructure;and operational practices. As a field auditor with federal, state, or municipal agency, with the responsibilityfor performing comprehensive IT audits to determine the compliance ofindividuals or businesses.Education/Experience Substitution: an associate’s degree may substitute for up to twoyears of experience; a bachelor’s may substitute for up to four years of non-managerialexperience; J.D. or master’s degree may substitute for one year of non-managerialexperience; a Ph.D. may substitute for two years of non-managerial experience. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
