Summary This position is located in the Department of Homeland Security (DHS), in the Management Directorate (MGMT), Office of Biometric Identity Management (OBIM). The primary purpose of this position is to integrate the DHS Chief Financial Officer's (CFO's) and MGMT policies, procedures, and business practices within OBIM mission, policies, and business practices to meet DHS, MGMT, and OBIM financial goals. Non-BU: This is a non-bargaining unit position. Responsibilities As a Financial Management Officer, GS-0501-15, your typical work assignments may include: Serves as the Financial Program Manager for OBIM. OBIM is the lead entity to support global security through interoperable biometric identity services and information sharing. Researches, interprets, analyzes and applies various guidelines, policies, regulations, etc. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Responsible for planning, developing, establishing, and managing OBIM's comprehensive budget and financial management program and ensuring effective integration of the organization's budget and performance management functions. Oversees OBIM contracts and execution. Directs the implementation of the Federal Acquisition Regulation and DHS Office of Procurement Operations (OPO) guidance, policies, and procedures ensuring OBIM contracts are in compliance. Requirements Conditions of Employment Qualifications Specialized Experience You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Manages a staff engaged in financial resource planning, budget formulation and execution, accounting, reporting, contract management and execution, and personal property oversight and management. Provides staff direction and guidance in designing and implementing the organization's business and financial management systems including finance, accounting, budget, cost analysis, and management functions. Establishes policies and procedures for accomplishment of financial goals and to ensure Federal regulations, Congressional mandates, and administration policies are met. Directs accounting functions performed in conjunction with the review and analysis of budget requests and enacted appropriations for impact on resource allocation planning, budget execution and performance. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
