Plans and prepares contracts for bid
Inputs data in MMIS / WAM regarding the emergency contracting program and sewer house connection renewal program
Plans and coordinates contract personnel on tasks associated with emergency and routine maintenance of the WSSC water and sewer systems including, but not limited to, conducting field inspections at contract work locations
Assists Water/Wastewater Systems Assessment Division’s Section Manager and Supervisory Project Engineer with bid specifications
Performs the design, review, and distribution of sewer house connection renewal work
Conducts work site pre-inspections while preparing contractor assignments
Holds pre-construction meetings with contractors, state, county, and local agencies, and sediment control specialists
Negotiates, writes, approves, and issues change orders on contracts
Receives, reviews, investigates, and approves/disapproves claims
Responsible for contract administration including, but not limited to, preparing engineer presentations on matters of dispute with contractors, field orders and payments to the contractors, approval of change orders, and compliance with their delegated level authority relative to costs and time
Reviews and approves by-pass plans
Collects pertinent data related to the specific repair and maintenance of the WSSC Water system
Confers with the members of various departments within WSSC Water, representatives from local government agencies, other utilities, and WSSC Water customers to communicate and coordinate the progression of contract work
Records pertinent information on sketches and submits clear and detailed drawings of changes to the WSSC Water systems to the Mapping Section to incorporate with the GIS
Prepares verbal and written reports
Conducts a thorough review of construction plans and proposed extensions to the WSSC Water system for deviations from construction standards
Drives a vehicle to conduct WSSC Water business
Other Functions
Writes and issues field orders when contractor is out of compliance with specifications
Writes final decision of the Engineer on contracts when claim cannot be resolved
Receives, reviews, and approves and/or disapproves submittals
Schedules shutdowns, chlorination sampling and bacteriological testing
Works with stakeholders to manage problems and information flow on the contracts
Attends after-hours meetings and work with homeowner’s associations
Participates in project design
Assists in planning short and long-range programs for operational and engineering improvements to the WSSC water and sewer systems
Provides technical engineering assistance; assists Utility Services Department members in solving difficult system shutdowns or bypasses
Takes the lead in reviewing and addressing customer complaints, as required
Guides and instructs contractor workers regarding specified work-in-progress
Locates underground pipelines and appurtenances with electromagnetic locating devices
Obtains permits as needed
Performs related duties as required

Required Knowledge, Skills, And Abilities
Considerable knowledge of the materials, equipment, methods, and techniques commonly used in public works maintenance and repair operations of water distribution and wastewater collection systems
Ability to apply engineering principles in field situations
Skilled in performing engineering computations, estimates, and measurements
Knowledge of standard operating procedures
Knowledge or understanding of hydraulic principles including static and dynamic pressures, hydraulic gradients, head loss in pressure, and flow calculations in pipe systems
Considerable knowledge of locating underground utilities by use of drawings and locating devices
Demonstrated ability to conduct independent investigations and making determinations in field problems related to WSSC Water systems
Ability to work effectively with contract personnel and to apply enforcement of specifications tactfully and with impartiality
Ability to work with State, County and local agencies and the general public
Ability to establish and maintain effective working relationships with members of various departments outside of the Utility Services Department
Effective verbal and written communication skills
Knowledge of basic construction management techniques
Intermediate proficiency level in Microsoft Office applications (Microsoft Word, Excel, and Outlook)
Minimum Education, Experience Requirements
Bachelor’s degree and 2+ years experience in construction supervision/inspection/management
1+ years experience in the maintenance and/or operation and/or construction of water/sewer systems
OR
High School diploma (or equivalent) and 2+ years of experience in construction supervision/inspection/management
5+ years experience in the maintenance and/or operation and/or construction of water/sewer systems
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
On 24-hour call to work nights/weekends, as needed
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
