Proficiency in the Spanish language, reading and writing is preferred but not required.ResponsibilitiesAssists in planning and conducting portions or limited inspections or compliance reviews (or independently conducts inspections of business establishments and worksites whose operations are generally characterized by the presence of moderately stable, low-risk processes or some higher hazards or unsafe working conditions. Studies records and reports of occupational safety and health mishaps, injuries, and illnesses. Conducts research of employers and their previous OSHA enforcement activity in advance of new inspections or investigations and to respond to requests for information. Utilizes the automated enforcement system to calculate penalties assessed to employers based on the gravity, severity, and probability of occupational safety and health violations. Writes complete and legally sufficient case files documenting all inspection procedures, interviews, sampling, identified hazards, and corrective actions. Assists Department of Labor attorneys in the preparation of evidence for contested cases. Assists in conducting or may conduct opening and closing conferences with management officials, employees, and labor representatives regarding enforcement findings and applicable occupational safety and health policies and regulations.RequirementsConditions of EmploymentSubject to drug test prior to appointment at GS-11 and GS-12 grade levels.Requires a medical examination.Requires a valid drivers license.Appointment to this position may require a background investigation.Must be at least 16 years old and a U.S. Citizen.Time spent in program constitutes a trial periodApplicants must meet all legal and regulatory requirements. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.Applicants must meet one of the following requirements: A bachelor’s or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; orA bachelor’s degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; orCertification from the American Board of Industrial Hygiene (external link) (ABIH). Evaluation of Education:All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.Evaluation of Experience:Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-07. This experience may have been gained either in the Federal or Private sectors. Resumes should reflect but is not limited to the following specialized experience listed below: Assisting in the planning of and/or conducting occupational safety and/or occupational health inspections of workplaces where the exposures and types of hazards are predictable in advance. Examples may include the following: ◦Health sampling; Chemical exposures and/or overexposures;Noise exposures and/or overexposures;Equipment and/or machine operations;Environmental conditions;Work practices;Protective devices and/or protective equipment;Safety procedures. Conducts research and studies records and/or files regarding any of the following: ◦Occupational safety and/or occupational health mishaps/accidents; Occupational safety and/or occupational health injuries;Equipment maintenance data. Identifying occupational health and safety hazardAssist in developing legally sufficient occupational safety and/or occupational health investigation or inspection reports;Assist in and/or knowledge of calculating penalties to be assessed based on the (a) gravity of occupational safety and/or occupational health violations. Substitution of Education for Experience: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.EducationTo be eligible for appointment, you must meet requirement a or b:a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; orb. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
