About the Indiana State Board of Accounts (SBOA): The Indiana State Board of Accounts provides the citizens of the State of Indiana with complete confidence in the integrity and financial accountability of state and local government. We also provide the legislature and other interested parties with accurate and reliable information. For more than 100 years, we have been holding government officials accountable to their constituents for financial reporting by following the Indiana Code when making any types of decisions that relate to taxpayer dollars. Salary Statement: The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience. Role Overview: The Audit Data Management and Analytics Director serves as the data management and analytics lead for the SBOA. The Director is responsible for the design, implementation, maintenance, and coordination of the SBOA’s data collection, reporting, and analytics processes to promote the long-term success of data operations. The Director analyzes data and collaborates with senior staff to create pertinent, data-driven projects, reports, policies, and procedures. The Director assesses the effectiveness and accuracy of new data sources and data-gathering techniques. The Director also advises SBOA leadership regarding the utilization of analytic strategies and technologies to ensure alignment with strategic objectives. The Director serves in a leadership role to the analytics team and monitors the quality and accuracy of all projects designated to the Audit Data Management and Analytics team. To be considered for this position, a Bachelor’s Degree in Data Analysis/Analytics or related field with minimum five years of working experience with data analytics or in related field including but not limited to government (public) sourced data, uses, and limitations, COSO, COBIT, and/or ISO control frameworks; SBOA guiding laws, rules, and policies; applicable federal laws, rules, and policies; and government auditing principles. Supervisory experience is required. Substitution for comparable work experience may be substituted for education where appropriate. A Day in the Life: The essential functions of this role are as follows:

Establishes goals and objectives for division;

Plans, directs, coordinates, and manages the systems analysis function and consultant staff;

Ensures systems analysis procedures and practices are identified and implemented;

Promotes the utilization of technical services to resolve business issues within the enterprise, agency, program area, division, or product line;

Participates in the strategic planning processes for Information Technology Division, seeking opportunities to apply current and future service offerings to meet the needs of current and potential customers;

Develops and reviews technical standards and policies;

Oversees and recommends quality improvement efforts;

Mentors and provides guidance and training to new and/or lower level staff;

Formulates and defines systems scope and objectives through research and fact-finding combined with a basic understanding of user needs, business systems and industry requirements;

Creates and manages process change through the integration of new processes with existing ones and communication of changes to impacted Business System teams;

Establishes and maintains strategic partnerships with assigned customers in order to help them meet their business and technical needs;

Ensures business and user needs are met with timely and accurate service;

Devises or modifies procedures to solve problems considering telecommunications equipment and systems or computer equipment capacity and limitations, operating time, and form of desired results;

Oversees the delivery of technical business solutions to customers;

Manages the expectations of customers, peers, vendors, and management.

a Bachelor’s Degree with 2+ years of experience, or

5-6+ years applying the below, outlined knowledge, skills, and abilities in a similar role.

Related certifications and coursework may be considered for education or experience.

The ideal candidate should also have at least 1-2 years in a team lead or supervisory capacity;

Extensive knowledge of the organization’s business systems and industry requirements;

Extensive knowledge of project management theories and practices and the ability to apply that knowledge;

Broad knowledge of technical problems and solutions as they relate to the current and future business environment;

Thorough knowledge of the application of software engineering process tools;

Extensive knowledge of the set of structures and models needed to understand or describe the software system, including the software elements, the relations between them and the properties of both elements and relations;

Familiarity with transposing a series of requirements into a clear and organized software design;

Ability to apply project management methodologies to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes;

Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;

Ability to understand the implications of new information for both current and future problem-solving and decision-making;

Working knowledge of the application of software development methodologies;

Familiarity with the techniques and existing systems used for structuring data elements and showing relationships between them, as well as methods for interpreting the data structures and relationships;

Ability to understand how change management methodology aligns with and enhances project management and implementation;

Ability to delegate work, set clear direction, and manage workflow;

Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets;

Ability to lead, encourage and influence others to perform;

Ability to manage human resources.
