(3) Must have, or be eligible to obtain, and maintain a favorable T3 (SECRET) Federal Background Investigation. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.) A Bachelor degree or higher that includes coursework in geography, cartography, geospatial science (remote sensing, geographic information systems), computer science, statistics or a closely related field from an accredited college or university;OR
48-months of any combination of related education (related coursework identified above) and/or commensurate professional level work experience.
(5) Must have completed accredited training in the use of ESRI’s ArcGIS software. (6) Must have the ability to drive a standard and automatic transmission 4-wheel drive vehicle across rugged desert terrain; and to change a tire, unaided. (7) Must be physically able to walk over rough terrain and lift objects weighing up to 50 pounds. Knowledge, Skills and Abilities (KSAs) Applicants must have 48-months of specialized experience performing related to the duties as specified below. (2) Knowledge and experience in the use of Environmental Systems Research Institute’s (ESRI) ArcGIS ArcPro software. (3) Knowledge and experience in the use and processing of remotely sensed data in the development and maintenance of geographic information system data layers. Exceptional candidates will have a working knowledge of and use of Unmanned Aerial Systems (UAS) and data. (4) Skill in the design of map displays which visually communicate information effectively. (5) Skill and practical experience using ESRI ArcGIS software to design web mapping pages and applications. (6) Knowledge of programming in Visual Basic, python, C#, or other similar software. (7) Skill in the operation and maintenance of Microsoft Windows platforms. (8) Experience in the use of a global positioning system, the downloading of information into a GIS system and the development of map layers using this data. JOB TITLE: GIS/Mapping Technician CLASS CODE NUMBER: 22763 SALARY GRADE: NGA-10 INTRODUCTION: This position is located in the Construction and Facilities Management Office (CFMO), Environmental Management Office (EMO), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to develop new geographic information system (GIS) data sets, maintain and update existing data sets and perform a wide variety of data and geospatial analyses in support of the geospatial program. Also assists in the development of geospatial applications and data delivery mechanisms in support of the geospatial program.DUTIES AND RESPONSIBILITIES:
Assists in the implementation of GIS projects as assigned. Aids in planning and design of GIS projects. Develops new GIS data sets from a variety of sources using a variety of techniques including imagery extraction, heads up digitizing, GPS technologies and spatial operations. Utilizes ESRI products including ArcGIS ArcPro and related extensions. Develops Web maps/applications for use on the intranet. Utilizes ArcGIS Enterprise with ArcServer, Portal and Data Store using Web development software to enhance and simplify existing and future web-mapping projects. Maintains existing Web-mapping pages. Utilizes other software packages like ERDAS, ERMAPPER, GlobalMapper, Adobe Photoshop and database packages in support of the GIS program. Works fluently in a Microsoft Windows environment.
Edits existing data sets to keep them current. Collects and imports global positioning data, maintains equipment and troubleshoots hardware and software problems. Develops and maintains metadata. Works with Natural Resources and Range personnel to identify information and develop maps which will support the natural resource conservation, military training and mission requirements of the IDARNG.
Prepares maps and reports to meet management needs, National Guard Bureau (NGB) reporting needs, and information required by other public land management agencies.
Assists in the training of other users to use GIS related equipment. Works effectively with environmental staff, military staff and other civilian personnel. Assists in the planning of projects requiring GIS support.
Drives standard or automatic transmission ¾ ton 4-wheel drive vehicles in rugged desert terrain.

SUPERVISORY CONTROLS: Works under general supervision and receives assignments from the GIS Manager/Branch Chief as broad functional responsibilities, goals and objectives. Individual projects and work to be done, priorities and deadlines are established by the incumbent in consultation with the supervisor. The incumbent has responsibility for planning and carrying out data and application development. The incumbent keeps the supervisor informed of progress, potentially controversial matters, and problems with far-reaching implications. The incumbent must be able to accomplish tasks working independently and in teams. The work requires the incumbent to anticipate problematic situations, communicate issues to supervisor, and collaboratively determine course of action for resolution.
PERSONAL WORK CONTACTS: The incumbent comes into contact with environmental personnel and other employees of the Idaho Military Division/Idaho National Guard; employees of other agencies or groups who perform field investigations on National Guard training lands or are involved in the local geospatial community; NGB Staff; city, county, state, and federal employees; environmental personnel from various agencies; and interested civilians.
WORK CONDITIONS/ PHYSICAL EFFORT: Most work is performed indoors in an office environment. Some field work is required. Field work requires the incumbent to walk over rough, rocky terrain; stand for long periods; bend over and reach; lift items as heavy as 50 pounds; and exposure to the hazards of working with small animals found in the desert and collecting data in an active military training environment (including an Impact Area on non-firing days).
