The Information Technology Services Division is excited to announce an opening for aBusiness Analystto join the Project Services team inBoise.This position will serve as a key member of the team responsible for supporting a wide array of information technology projects throughout the Department of Health and Welfare. The team works closely with staff and contractors, both within the ITSD division and across the agency, to encourage and facilitate the adoption of industry-standard project management practices to maximize project effectiveness. As a business analyst within the Project Services team, you will operate within the full realm of the project life cycle. This includes, but is not limited to, initial analysis of the business needs and determination of requirements, creating a project charter and plan, defining scope and schedule, building workflows, identifying roles and contractor needs, providing support to quality assurance functions and implementation of solutions, all while maintaining all the dynamic communication necessary to keep a project moving forward on schedule. This is a great opportunity for a business analyst who enjoys working within the full array of project-related duties. EXAMPLE OF DUTIES:
Consult with and/or facilitate discussions with agency staff, managers, and/or work-groups to identify operational, program or administrative needs.
Use a systematic approach to design, modify or adapt a major program or operation to optimize performance outcomes and to achieve more efficient results.
Evaluate current processes in order to recommend process designs and technical solutions, and create to-be workflows, cost-benefit analysis, and business requirements documentation.
Create solutions in alignment with operational, policy and program goals/objectives.
Design process performance objectives to ensure alignment to business plans.
Identify project scope, risks, issues, required training, and resources.
Collaborate with stakeholders and follow contracting guidelines to develop contractor statement of work.
Monitor and track project budget, schedule and scope, and any approved changes to them during the project.
Compare actual performance against performance targets; identify performance issues and necessary solutions.
Administer project contracts and monitor and evaluate contractor performance.
MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Good knowledge of project management.Typically requires two years experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.
Good knowledge of organizational/business analysis and evaluation.Typically requires completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.
Good knowledge of process improvement methodology.Typically requires at least two years experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).

Experience manipulating, processing, and extracting value from large, disconnected data sets.Typically gained by at least one year of experience or successful completion of college coursework.
Experience with Project Management principles and practices (as recognized by the Project Management Institute).Typically gained by at least one year of experience or successful completion of college coursework.
Experience with SQL, query authoring, and relational databases.Typically gained by at least one year of experience or successful completion of college coursework.
Experience with Business Intelligence software (such as Tableau or Power BI).Typically gained by at least one year of experience or successful completion of college coursework.
