This position directs Maine’s general Vocational Rehabilitation program which serves approximately 8000 individuals with disabilities each year – assisting them to prepare for, find, maintain and advance in meaningful careers. Primary responsibilities include:

Direct and coordinate program services in the Division of Vocational Rehabilitation (DVR).

Direct budget preparation and management of federal and state funds

Oversee development of new initiatives to meet current needs of jobseekers with disabilities

Manage contracts

Develop and implement policies

Coordinate interdepartmental services

Supervise direct service and administrative staff

Ensure compliance with disability rights laws and policies

Skills or knowledge required:

Knowledge of state and federal laws, rules, and regulations applicable to and administered by the agency.

Knowledge of Bureau policies, goals, and objectives.

Knowledge of best practices in serving youth and adults with disabilities

Knowledge of current practices in promotion of diversity, equity, inclusion and accessibility

Knowledge of employment resources and practices.

Knowledge of training needs and resources.

Knowledge of public administration.

Ability to supervise subordinate personnel.

Ability to communicate effectively orally and in writing.

Ability to oversee, coordinate, and appraise the work of subordinate staff.

Ability to manage financial resources.

Ability to establish and maintain effective working relationships.

Ability to interpret and explain complex information.

Ability to use applicable computer programs.

Minimum qualifications:The manager at this level requires substantial experience and seasoning in the program areas managed or post-graduate education plus experience.
