POSITION DESCRIPTION: Manages individual, federal and/or state programs related to rail. Establishes long-range objectives and specifies strategies and actions to achieve these objectives for the rail program. Coordinates the Department's production project plans, construction schedule and property transactions affecting rail crossing and/or railroad property. Coordinates with Construction Offices and Railroads to acquire railroad insurance from Contractors, railroad preliminary engineering reviews, flagging and Construction Engineering Inspector (CEI); Prepares and executes agreements for construction of highway crossings, grade separations, drainage, wire lines, synchronization of traffic signals and any other work affecting rail lines or railroad properties. Provides input of candidate projects and descriptions for inclusion into the Department's annual Work Program. Provides recommendations on funding needed to support program activity projects. Coordinates program proposals or needs with Supervisor prior to submission to the Work Program Office.
Utilizes the Department of Transportation Financial Management Systems to develop, encumber, execute, and manage Joint Participation Agreements, Supplemental agreements, Railroad reimbursement agreements, contract extensions and change orders and manages and monitors documentation and compliance. Manages individualfederal and/or state programs related to Rail. Reviews and approves vendor invoices on a timely basis to facilitate payment. Maintains, and keeps current, all project files in preparation for project audit.
Provides support to Project Managers on selection or negotiations committees related to Aviation, Freight, Seaports and Transit. Provides support to Project Managers on selection or negotiations committees related to rail. Participates in field surveys relating to the Department’s diagnostic review and evaluates the results to aid in determining critical crossing projects for priority programming. Coordinates and schedules Diagnostic Reviews. Coordinates the review and approval of plans with Federal, State, County and Municipal authorities. Provides input into the district’s list of priorities for funding of Signal Safety projects to Central Office. Initiates request for Transportation Improvement Program/State Transportation Improvement Program (TIP/STIP) project approvals, Environmental Determinations, identifying maps as needed to locate project for approvals. Documents findings of various studies and prepares recommendations for implementation of new rail projects or systems, procedures, or organizational changes. Conducts feasibility studies and systems analysis related to rail transportation systems. Participates in Production meetings, conferences, inter-agency meetings, project reviews, preconstruction meetings, task groups or similar activities as directed. Provides constructive comments and suggestions when appropriate. Attends teleconferences and documents significant facts of discussion.
Prepares scopes of services. Oversees the work of consultant staff. Prepares and compiles data for legislative budget requests and long-range program plans related to rail. Responds to inquiries and presents project information to elected boards related to rail. Coordinates and consults with local government officials regarding the development, implementation, management, and evaluation of rail transportation programs. Coordinates with partners to implement long term planning strategies outlined in the Florida Trade Plan (FTP) including mobility, land use and growth management, safety planning and inspections, and environmental stewardship. Prepares and maintains accurate reports, data, and records of all rail crossings for conformance with various Federal and State guidelines. Reviews abandoned rail lines, management plans and map corridors as warranted. Participates in setting priorities for abandoned railroad right of way.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to use logic and analysis to identify the strengths and weaknesses of different approaches; Skilled at looking at many indicators of system performance, considering their accuracy; Ability to identify the nature of problems, anticipate risk, and prioritize actions. Ability to perform analyses on return on investment; Knowledge of the transportation planning process and the associated regulations.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university. Equivalent combination of education and experience may include an associate degree or equivalent from a two-year college or technical school plus 2 years of experience in the field of transportation, planning, public administration, engineering, or logistics. Professional or nonprofessional experience (including internships or coops) as described above can substitute on a year-for-year basis for the required college education.
