Job SummaryThe Citi Security and Investigative Services (CSIS) Global Intelligence and Analysis (GIA) Lead Program (Intelligence) Manager position requires a high level of domain expertise in Insider Threat. The manager will direct a team of analysts to provide CSIS leadership with customized, advanced intelligence, research and analysis that is professionally crafted and worldwide in scope. The manager will also be responsible for strategically directing the expansion of a network of partnerships with internal stakeholders and private/public sector entities responsible for insider threat. The individual will be responsible for routinely evaluating intelligence tradecraft and methodologies to identify potential areas for improvement and/or gaps in the industry and developing training plans for the team’s analysts on these identified methodologies.Business descriptionCiti Security and Investigative Services (CSIS) is a full-service security and investigative team that protects the assets, integrity, and reputation of Citi and its clients. We operate an all-source analytical unit to understand emerging threats in the banking/financial industry, risk trends for the company, and opportunities to improve or adapt business practices. The position will manage the strategy and operations, deliverables related to CSIS Insider Threat. This position will collaborate on the development of policies and procedures governing Citi Insider Threat. The position will define and execute the CSIS Insider Threat strategy to establish a methodology to develop and refer cases, manage incidents, and risk, and integrate lessons learned across CSIS functions. The manager will mentor, coach, and ensure professional development of staff. The manager role is also expected to be an individual contributor working on insider threat case analysis, assessing the insider risks and potential impact of an incident and making recommendations on controls and mitigation.Key Responsibilities/ Day-to-Day ActivitiesStrategy Development and Execution – Develop the program strategy and goals related to Insider Threat within the CSIS GIA team. Create a roadmap for the execution of strategy and associated goals. Create a feedback loop where risks are identified and shared with CSIS leadership and respective stakeholders.Capability Management – Coordinate the fusion of multidisciplinary intelligence and analytics capabilities focusing on threats and the development of adversarial techniques, tactics, and procedures while ensuring that adversarial targeting trends and techniques are tracked and converted into actionable tasking across all CSIS holdings, seeking to identify emerging issues, trends, and arising threats related to insider threat.Conduct Case Analysis / Individual Contribution – As per the needs of the business, perform analysis to assess insider threat risks and potential impact to the firm including briefing partners in the first and second line; work in close partnership with investigators to provide case consultations on insider threat.Stakeholder Engagement – Brief senior leaders within CSIS and ensure stakeholders engagement across business and sector senior leaders within the firm on major intelligence products and analysis related to insider threat.Talent Management – Identify, attract, train, and manage a team of analysts, responsible for collection, analysis, and production of quality products.Partnership with Industry SMEs – Strategically direct the expansion of a network of partnerships with internal stakeholders and private/public sector entities responsible for insider threat. Additionally, will be responsible for routinely evaluating intelligence tradecraft and methodologies to identify potential areas for improvement and/or gaps in the industry, and developing training plans for the team’s analysts on these identified methodologies.ExperienceThe CSIS Insider Threat Intelligence Lead Program Manager position is a high visibility role requiring proven experience in the field of Insider Threat or Counterintelligence, corporate program management, and leading quickly developing global programs. If you have the following, we would like to talk to you:Minimum of 7+ years of combined program management and supervisory experience in Insider Threat/Insider Risk, or Counterintelligence of which at least 3+ years of private sector experience is required.Strong verbal and written communication skills, and the ability to formulate and articulate strategies and solutions to all levels of management.Leadership focused on driving teams to be successful and overcome challenges.Technology and automation exposure a positive, especially if focused on designing solutions to new complex business problems.Broad knowledge of business processes including business operations, investigations, security, and intelligence production.Exceptional project management skills. Ability to coordinate several projects simultaneously and supervise the execution of daily duties with minimal supervision.Experience in understanding policies, how they drive organizational operations, and first, second, and third lines of defense in the financial sector.Proven track record of strategic thinking and finding business focused compliance solutions.QualificationsMinimum Bachelor’s Degree, Master’s degree is desirable.Certifications or other training on Insider Threat program management is preferable.Demonstrated self-starter and resourceful individual, with experience of operating in fast paced and dynamic operational settings.Business manager mind-set, with a proven track record of results in management of business processes.Excellent communication, negotiation, and presentation skills.
