JOB DUTIES: This position is responsible for the management of the Florida Department of Agriculture and Consumer Services (FDACS) Oracle and SQL Server enterprise database environment. This position is also responsible for leading a team that supports the development, administration, testing, and installation of database software and hardware. Responsibilities also include information assurance, maintaining database policies and procedures, and ensuring data confidentiality, integrity, and availability. Database Development, Management, and Maintenance

Maintain the overall integrity and quality of the FDACS databases, including regular data improvement and hygiene, enforcement of database business processes and management of code values, business rules and other logical/physical functions of the databases.

Optimize the use of the databases across the organization by staying current on upcoming enhancements to functionality and guiding staff in the appropriate use of the existing functionality.

Provide support and training in the use of the database environment, including orientation for all new staff and specialized training in response to changing roles, business processes and database functionality.

Work with technical teams and help desk to provide technical assistance to users and troubleshoot and resolve application and database-related problems.

Manage the relationship with software vendors, escalate issues that require immediate resolution, and advocating for fixes/patches to the applications and software when appropriate.

Conduct diagnostic tests and evaluate performance metrics

Oversee deployments to production databases to ensure industry best practices, agency policies, and procedures are adhered to.

Develop and ensure Extraction, Transformation and Loading (ETL) standards including tools, methods, and documentation.

Develop data and metadata policies and procedures for structural design and development to build, maintain and leverage the data model, ensuring integration with agency data standards.

Ensuring that data continues to be managed as a critical asset to the agency along with ensuring data quality so that it is reliable, re-usable, and defendable.

Data Management Strategy and Planning

Responsible for Logical and Physical Enterprise Data Models, Enterprise Data Dictionary, and Enterprise Metadata.

Oversees the design, evaluation, selection, implementation, and support of major databases and metadata structures.

Provides extensive technical, and strategic advice and guidance at the highest level to senior managers and technical resources in the creation and implementation of new data architecture, standards, and databases.

Provides a strategic level of technical leadership to the database administration and programming groups, Information Technology teams, and the enterprise.

Engage FDACS Business and Technology teams and Business Analytic stakeholders to understand business and operational data needs.

Implement and maintain a data warehousing architecture strategy and design an incremental roadmap that overcomes current challenges and appropriately meets current and future analytic needs.

Plan and align current and future data warehousing capabilities to support enterprise and business priorities and initiatives and address the resulting capability gaps/needs.

Evaluate backup procedures and ensure that they are performed daily.

Make recommendations to management on the selection of database management systems and related software.

Assess future information requirements to develop long-range, comprehensive database plans.

Perform related work as required including, but not limited to, adherence to the policies and procedures of the department’s Information Resource Security Program and allocates time as requested for Disaster Recovery activities.

Perform and document performance measurement activities and recommend system re-configuration to effect improved database performance.

Works with the Business users and Business Analysts to understand and document data requirements.

Communicate Data Architecture to Business users and management.

Facilitate communication and teamwork related to data architecture and data models.

Assists in developing, planning, organizing, and administering policies and procedures for the department to ensure strategic data processing objectives are met.
