District of Columbia, Washington, 20001 Washington USAOverviewBowhead seeks a Lead Program Manager (PM) to support the Architect of the Capitol’s (AOC) Emergency Operations Center (EOC).The PM proactively leads contract team toward a “one team, one mission” mantra that results in the fortification of the Office of the Chief Security Officer (OCSO) ability to provide (in priority order) Emergency Response, Logistics Operations, and Continuity of Operations (COOP) campus-wide.Responsibilities
Provides contract leadership, guidance, overall management, task prioritization, and daily customer communication/interface.
Contract administration is a critical component of performance measurement and continuous feedback.
Other duties as assigned
Qualifications 10+ years of experience in positions of increasing authority in emergency management, military logistics, or federal contracting in direct support of real-world emergencies/operations. Must possess experience as middle to upper management in a local/city/state/federal Government Emergency Management role that required not only policy formulation and strategic planning, but also, and more importantly, included development of tactical solutions and broad activations in support of real-world events and emergencies. Must possess professional candor, lateral and hierarchical accountability, and drive toward a unified mission. Soft skills, including but not limited to, maturity, patience, composure, and an understanding of decorum. Must have personal initiative and drive to execute massive logistical movements via contract mechanisms on the worst of days. Strong organizational skills, with the ability to manage multiple projects simultaneously. Excellent problem solving and conflict resolution with the ability to make decisions under pressure. PMP or equivalent certification is required. Certified Emergency Manager (CEM) certification preferred. Bachelor’s degree in emergency management, Cybersecurity, IT, Systems Engineering or a related field. Master’s degree preferred. Experience with Legislative Branch support highly preferred. The PM should have experience in mobilization of personnel and bringing resources to bear in stressful environments to meet short suspense in austere conditions during events for which planning may or may not have been conducted.Physical Demands:
