Summary This is a TEMPORARY, INTERMITTENT position is in the Office of Analytic Outreach, Bureau of Intelligence and Research (INR/AO). The incumbent serves as a Grants Management Specialist responsible for the entire Title VIII Program by providing strategic direction, grants management and administration, and by managing, administering, monitoring, and evaluating all Program components. Responsibilities Serves as an expert and technical advisor responsible for the full range of functions related to the Title VIII award and administration of a broad array of Title VIII grant awards. Analyzes the impact and applies the Indirect Cost rates, which are binding on all other Government Departments and Agencies. Tracks, reviews and analyzes post award financial reports, expenditure reports, correspondence and identifies financial and administrative problems or potential problems. Initiates audit oversight activities for the bureau on a variety of complex grants management issues and works closely with grantee institutions to resolve questionable cost compliance issues. Exercises signatory authority, within established monetary limits, to enter into or modify grants and cooperative agreements on behalf of the Government under Federal Assistance Laws and Regulations and specific legislative authorities. Reviews and evaluates, through use of accounting surveys and other techniques, all aspects of grant program applications and budget estimates to ensure adherence to grants management policies, regulations and statutory requirements. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering, implementing and overseeing grants in support of long-term foreign policy objectives. Experience serving as liaison with external customers, applicants, and grantees to clarify, interpret, and resolve issues. Experience tracking, reviewing and analyzing accounting surveys and budget estimates to ensure the selection of grantees with maximum potential for success. Experience monitoring the review and evaluation of grantees for compliance with policies and regulations; and advises independent review panels by interpreting policy. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
