Role Purpose:Corning Incorporated is seeking to hire a motivated and strategic practitioner to lead the federal tax policy portfolio and engage in lobbying activities. In addition to tax policy, the Director will collaborate with the Senior Director of Federal Government Affairs, the federal government affairs team, and business leaders and engage on the broad cross-section of Corning’s legislative and regulatory priorities. The Director will leverage a strong working knowledge of the federal legislative, regulatory, and political climate; demonstrated research, policy analysis, communication, and organization skills; and the ability to develop strategy and execute tactics to achieve results for Corning priorities. This position is based in Washington, DC.Day to Day Responsibilities:
Policy Analysis and Development
Support the development and execution of effective advocacy plans consistent with business objectives;
Develop and maintain an understanding of the policy and regulatory landscape; and
Track and analyze legislative and regulatory policy developments, provide intelligence and insights.
Advocacy Strategy Formation and Execution
Develop, communicate, and implement strategy for advancement of Corning’s legislative and regulatory initiatives; and
Manage government affairs consultants and contractors.
Relationship Management
Develop and maintain strategic relationships with federal elected officials and their staffs and government officials and staffs in regulatory and other agencies;
Attend advocacy meetings, hearings and events with key hill and administration officials and staff;
Represent Corning in trade associations, and with other key stakeholders; and
Develop coalitions to support Corning’s policy agenda as appropriate.
Additional responsibilities include:
Assist Corning executive leadership team in preparing board communications and briefing materials regarding government affairs developments, including regulatory and legislative matters of interest;
Represent Corning at external events, meetings, and conferences;
Actively engage in COREPAC strategy development, resource optimization, and execution; and
Ensure strict compliance with applicable lobbying and political activity laws and regulations, as well as internal compliance policies.
Required Education and Area of Experience:
Bachelor’s degree required
Minimum 10+ years’ experience working in federal government affairs
Policy and advocacy experience on tax issues
Required Skills:
Demonstrated ability to clearly communicate, in writing and verbally, complex points to a wide array of audiences.
Highly resourceful team player with demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment.
Excellent interpersonal and negotiation skills.
Flexibility to travel and attend evening events.
Proficient computer skills, including high-level Microsoft Office skills.
Location and Travel Requirements:
Washington, D.C. (not a remote position)

Desired Experience/Qualifications/Skills:
Advanced degree preferred
Prior experience working at a Fortune 500 company
Prior experience leading the tax portfolio in a congressional office on the House Ways & Means or Senate Finance Committee, or on the House Ways & Means or Senate Finance Committee staff
Experience working with the Departments of Treasury and/or IRS, and Commerce
Manufacturing policy experience
Federal appropriations process experience
This position does not support immigration sponsorship.The range for this position is $168,426.00 - $231,587.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
