The State of Connecticut (https://portal.ct.gov/) , Social Equity Council (SEC), (https://portal.ct.gov/socialequitycouncil?language=enUS) is now accepting applications for a State Program Manager (Workforce Development/Training). (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=4799MP&R1=&R3=) The SEC is located in Hartford, CT, and housed at the Department of Economic and Community Development (DECD) for administrative purposes.

On June 22, 2021, Governor Ned Lamont signed legislation that legalizes and regulates the adult use of cannabis in Connecticut. The legislation made comprehensive changes to create a novel and substantial regulatory and economic development apparatus within government to operationalize the equitable and responsible legalization of adult-use cannabis. The law specifies numerous equity programs that are overseen by the Social Equity Council (SEC) which is funded by cannabis-related revenue streams.

Position Highlights:

Full time, 40 hours per week

The Role:

Responsibilities of the State Program Manager may include but are not limited to:

Coordinating with business owners, and cannabis sector agencies and stakeholders to plan and implement cannabis industry workforce training programs

Reviewing and verifying workforce development plans, documents, and budgets

Evaluating and making recommendations for social equity plan approval for cannabis establishment licensure

Researching and analyzing data used to determine reinvestment in disproportionately impacted areas

Analyzing business structures (e.g., financing, ownership, corporate structure, organizational charts)

Reviewing community reinvestment applications and documentation

Coordinating and communicating with state agencies, stakeholders, and partners on processing applications, program development, and compliance

Contract management of external vendors who are approved to carry out activities of the council

Drafting proposed regulations and legislation based on the results of the third-party study and the recommendations of SEC and constituents

Establishing and managing long-term economic development investments in disproportionately impacted communities, including workforce training, low-interest loans, and business accelerator programs

Providing support services to SEA approved program participants who have been issued provisional and full licensure for adult-use cannabis business establishments

Providing support services to ancillary businesses that will support the adult-use cannabis business establishments

Mission and Responsibilities of the Social Equity Council:

The mission of SEC is to promote and encourage full participation in the cannabis industry by people disproportionately harmed by cannabis prohibition and enforcement, and to support broad-based economic development in those communities. SEC is led by an Executive Director and is overseen by a council comprising of appointees by the legislature, Governor, and other elected officials. SEC is housed for administrative purposes only, within DECD.

SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses and businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. SEC works closely with multiple Connecticut agencies and partners, including DECD and DCP, to carry out its duties.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the specific area of assignment.MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

Experience in Workforce Development program creation, management, and compliance

Experience in writing communications with internal and external stakeholders

Experience with creating Workforce Development curriculum or Cannabis Career Pathway

Experience with Microsoft Office, including Microsoft Word, PowerPoint, Excel, or Outlook

Experience working on more than one task with competing deadlines
