DescriptionOur PULSE Broadband Construction Services Supervisor is responsible for the management and supervision of the Broadband Construction Services group which provides engineering support in the design, construction project management, staking, inspection, and maintenance of the department's fiber facilities. They lead and manage all phases of fiber construction projects including procurement, design, construction and commissioning.The pay range for this position is $46.41 to $67.30 per hour with a hiring range of $46.41 to $56.86 per hour, depending on experience and qualifications.A current resume is required, and a cover letter is preferred.This opportunity will be available until filled, with a first reading of resumes on Thursday, February 15, 2024.Pulse is a trusted local utility committed to connecting the Loveland community. Coordinates capital projects with other City staff, local, state, and federal governmental agencies, contractors, and the public.

Informs customers, contractors, developers and engineering consultants of potential project needs, costs, and requirements based on departmental guidelines.

Manages staff to support fiber system design, construction project management, inspection, and commissioning to ensure timely completion of projects.

Coordinates with the utility locate team either internally or contractor to ensure fiber is located for public and private projects.

Serves as a liaison between GIS and locate team.

Manages the fiber inspection team either internally or contractor to ensure all construction is properly installed and documented.

Initiates and supervises the preparations of detailed engineering work in construction, maintenance, planning, estimating and applications for the entire fiber system.

Assigns work and tracks the progress and the quality of the work.

Works closely with the Power Development Review Coordinator for all DRT, CRT and Building Permit projects to ensure fiber delivery to all new construction projects.

Assists in the procurement of contractors, specialized subcontractors, construction management firms, and inspection firms for projects.

Manages and coordinates all contractors utilized in the construction process.

Performs construction observation and administration duties to ensure budget, contract and schedule compliance.

Provides input regarding surveying and materials testing during design and construction.

Researches and resolves customer concerns and complaints. Serves as department representative regarding all fiber infrastructure issues including damages and emergency repairs.

Collaborates with State, County and Local agencies to evaluate the impact that their projects may have on the fiber system.

Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Advises the City regarding unforeseen construction problems and negotiates change orders with contractors or consultants.

Conducts all project correspondence, approves and processes contractor pay applications.

Assists City staff during emergency operations.

Other Job Functions

Provides guidance to support staff in the collection of field information and design work.

Advises the City on recommended design or specification changes for ease of construction ortechnical correctness.

Acts as liaison between other City departments, utilities, contractors, developers and customers.

QualificationsEducation: 4 Year / Bachelors Degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Construction Management, or related field is required. An equivalent combination of education and/or experience may substitute for education requirements on a year for year basis. Experience:

Five (5) years' experience at the level of project engineer or project manager required.

At least 3 years of previous management or supervisory experience required.

Utility experience in electric, fiber and network engineering or telecom is preferred.

Certifications

Must possess a valid Driver's License

Certified Construction Manager (CCM) or Project Management Professional (PMP) certification is preferred

Knowledge, Skills, and Abilities

Project Management and construction skills.

Requires ability to prepare specifications and project cost estimates, and ability to work and communicate with workers in various fields such as architecture, engineering, building trades, contractors, subcontractors, regulatory agencies, and citizen groups.

Ability to communicate diplomatically and effectively with coworkers, private industry representatives, technical consultants, and the general public.

Knowledge of design and construction process of municipal projects, building codes, and project related regulations and procedures.

Ability to independently and creatively solve problems encountered during construction.

Ability to handle difficult situations with patience and good judgment.

Must have working knowledge of AutoCAD, Procore, GIS and Microsoft Office.

Ability to perform cost analysis.

Ability to prepare bid specifications.

Knowledge of easements and right-of-way acquisition procedures.

Knowledge of permit application procedures.

Knowledge of cost estimation methods and reference sources.

Ability to prepare construction drawings, material specifications, schematics, site plans and design specifications.

Ability to read and interpret legal descriptions, plat maps and other references.

Knowledge of basic accounting principles and budgetary processes.

Excellent leadership skills including verbal and written communication skills, negotiation and conflict management skills.

Knowledge of overhead and underground fiber or telecommunication design and construction practices and standards.

Knowledge of National Electric Codes and National Electric Safety Codes; city, county and state codes and standards; and trade organization standards.
