Description of JobAbout the Work UnitThis position works in the Information Management Branch, GIS Section of the Colorado Department of Transportation's (CDOT's) Division of Transportation Development' (DTD). The Section cooperates with partners to obtain geographic data describing Colorado’s transportation system (e.g., roadway centerline, road lanes, right of way, transit routes, bicycle lanes and paths, etc.), and data describing transportation system assets (e.g., culverts, bridges, fences, guardrails, signs, signals, etc.). The Section cooperates with partners to manage this data, developing and operating geospatial systems to store and visualize the data and provide the data to other partners/customers in the required form, including data required by state and federal statute. The Section takes direction from executive management and cooperates with partners and CDOT business units to develop, implement and support agency-wide geospatial data management and integration systems; to implement mapping, visualization, and analytical projects and initiatives; to develop and implement data governance systems and strategies to support those data management and integration systems; and to optimize data quality, efficiency, and interoperability. The Section develops online, interactive mapping applications and dashboards that serve critical functions across several CDOT business areas using robust GIS platforms and a complex backend GIS system architecture. The Section provides technical expertise and leadership across the agency in forwarding these objectives.About the PositionThe Enterprise GIS Program Manager works closely with GIS leadership, the Information Management Branch (IMB) IT Specialist, the CDOT Office of Data Management (ODM), the Governor's Office of Information Technology (OIT) and consultants to administer, maintain, and govern CDOT’s online GIS platforms including ArcGIS Online and ArcGIS Enterprise (GeoHub) and associated back-end architecture and supporting software. The position provides leadership regarding acceptable use and provides hands-on support and guidance to application developers and to the over one thousand users of these platforms across CDOT. The Administrator develops strategies for execution of improvements to these environments over time. This position maintains and administers real-time data connections and translations between ODM and GIS data platforms to ensure that critical agency GIS applications are updated in real-time. The Administrator also provides leadership at the agency and state level on geospatial platform and data governance and administration and participates in statewide initiatives regarding these functions.Your duties and responsibilities will include, but are not limited to, the following:
Provide leadership in GIS system governance by working with GIS Section management, ODM, and OIT to develop, implement, and enforce governance across several areas including map and application creation standards (consistent look and feel, reusability standards, deployment best practices, sharing requirements/restrictions, documentation, etc.), branding guidelines, and accessibility standards.
Institute ongoing governance of online content including maintaining authoritative and trusted content and establishing content lifecycles.
Monitor usage and establish guidelines for self-service mapping and application development.
Conduct regular content and user audits using appropriate software and other tools.
Establish and adhere to security protocols in line with OIT policy and industry standards.
Communicate with, and train GIS users within the organization and, to some extent, in other state agencies on geospatial governance guidelines and procedures and security policies.
Develop and share documentation, provide presentations, and participate in GIS system governance forums held by OIT-GIS and other state agencies.
Provide leadership in the administration and management of CDOT’s two, three-tiered ArcGIS Enterprise deployments and CDOT’s ArcGIS Online Organization.
Complete daily GIS system administration tasks that include making content discoverable through the effective use of tags, metadata, and logical groups and managing and administering user roles and groups.
Utilize Commercial Off-the-Shelf (COTS) tools and scripting to automate GIS system administration tasks as appropriate.
Develop real-time reports to quickly spot and correct usage that does not align with established governance standards.
Troubleshoot GIS system issues and outages with the IMB IT Specialist, OIT, and work unit consultants.
Working with the IMB IT Specialist, OIT, and consultants, provide leadership and organizational guidance in the monitoring and management of online system architecture for certificate renewals, server and database performance, server configuration, port and firewall management and database access and connections.
Provide leadership and guidance to the CDOT enterprise GIS developer community and lead regular GIS Systems Administration meetings.
Assist with responding to enterprise GIS helpdesk requests and provide advanced technical user support as necessary.
Assess GIS system architecture from a functional and cost-effective standpoint and make recommendations for improvements over time.
Collect pertinent information regarding the current business environment and workflows, system architecture, IT infrastructure, non-functional requirements, current migration plans, and other pertinent information to provide branch and ODM leadership with guidance on migrating to effective system architecture solutions.
Lead and execute strategic GIS architecture planning efforts working with GIS Section and other branch leadership on architecture optimization through cloud deployments, migrations, and server right-sizing.
Implement disaster recovery protocols and assesses deployment methods.
Develop and maintain system architecture documentation and diagrams.
Assist GIS developers across CDOT with advanced application and database development tasks.
Develop or review application test plans.
Assist with ongoing ODM initiatives to translate data between Intelligent Transportation Systems (ITS) platforms, ODM real-time data and analytics platforms, and CDOT GIS data and platforms.
Provide organization-wide leadership on appropriate use of GIS systems and data.
Advocate for governance and administration policies at the agency and state level.
