Description Position: Accountant- Payroll and Accounts Payable Requirements: Bachelor's degree in business, accounting, finance, or related field plus five years of related experience. Thorough knowledge of laws, regulations, and accounting principles and practices that apply to grants, contracts, and non-profit/governmental accounting. Considerable skill and competence in handling a variety of accounting functions and performing complex mathematical calculations. Demonstrated proficiency with Microsoft Excel including pivot tables and VLOOKUP. Experience with Paycom and/or SAP Concur Expense and Invoice Management is a plus. Ability to analyze general ledger and related financial reports. A high degree of attention to detail and accuracy with the ability to meet deadlines. Ability to operate independently within prescribed accounting procedures. Skill and competence in developing and maintaining effective working relationships with other employees, grantors, auditors, and others involved with financial transactions. Ability to work in a politically neutral manner and to deal with sensitive and confidential matters.WHAT YOU’LL DO: Process multistate biweekly payroll for over 170 employees including the preparation and processing of off-cycle payrolls. Prepare month-end close reconciliations, accruals and journal entries for benefit and payroll related accounts. Review and audit employee data in the payroll system, such as pay rates, time off accrual rates, deductions, and benefits to ensure the accuracy of payroll. Ensure compliance with federal and state tax laws and company policies. Maintain payroll records and files in accordance with NCSL’s record retention policy and applicable regulations. Review quarterly and annual payroll filings for accuracy, including W-2s. Serve as a resource for employees and managers on payroll-related questions. Correspond with payroll provider to resolve issues in a timely manner. Calculate monthly labor and cost allocations. Oversee P-Card transactions in Concur, including performing reconciliations to ensure all transactions are successfully posted and resolve any discrepancies. Review transactions for overall reasonableness, ensuring compliance with NCSL’s T& E and P-Card policies. Serve as co-administrator for P-Card functions including card setup, training, monitoring of usage, and issue resolution. Coordinate purchases with vendors using the P-Card as the preferred method of payment. Ensure timely submission of expense reports and follow-up accordingly. Review documentation (invoices, expense reports, check requests) to ensure that complete and accurate information is provided including account coding, payment information and due date. Set up new vendor accounts: obtain W-9, verify ACH information, and confirm eligibility in sam.gov. Prepare and enter all vouchers for weekly disbursements. Create ACH files for vendor payments; print and mail checks; set up wire transfers. Reconcile prepaid expenses, deposits, and other related accounts as part of monthly close. Process credit applications.
