Senior Data Management Analyst ELECTRIC GENERATION SYSTEM SPECIALIST I $8,721.00 - $10,791.00 per Month Final Filing Date: 12/16/2024 Job Description and Duties The California Energy Commission’s Fuels and Transportation Division (FTD) administers the Clean Transportation Program, Low Carbon Fuels Production Program, and School Bus Replacement Program. The FTD ensures that adequate and reliable transportation energy is provided to the state’s transportation sector while balancing economic, public health, safety, and environmental consequences. The Clean Transportation Program is investing to accelerate the deployment of zero-emission transportation infrastructure and support in-state manufacturing and workforce training and development. Leveraging public and private investments, these investments support innovation and accelerate the development and deployment of zero-emission and near zero-emission infrastructure, fuels, and advanced vehicle technologies. The ZEV Acceleration Branch of the Fuels and Transportation Division (FTD) seeks a Senior Data Management Analyst (Electric Generation System Specialist I) to join its staff and work on zero-emission vehicle infrastructure planning and deployment for the CEC. FTD administers the Clean Transportation Program, which is investing more than $1 billion to accelerate the deployment of zero-emission transportation infrastructure, support in-state manufacturing, and workforce training and development. The incumbent will serve as a lead for data management and special projects within the Fuels and Transportation Division. The Fuels and Transportation Division supports California’s transition to electric transportation by leading activities related to analytical and modeling work, data collection, and data management. These activities help electric transportation grow into a more convenient and accessible part of daily life for Californians and a key part of a resilient and carbon - neutral energy system. The Senior Data Management Analyst leads special projects that do not belong to other subject matter experts, with a special emphasis on internal operations and data management. Priorities include improving developing process to collect and store significant amounts of data, developing QA/QC and validation of collected data, technical project management of data management-related projects, and developing reporting and dashboarding solutions. The incumbent will work at the guidance of the team supervisor and Principal Analysts on the team. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of zero-emission transportation, including vehicle and charging/fueling infrastructure technologies

Ability to write in Python, SQL, and R

Strong project management skills for data and information technology related projects

Advanced skills in the MS Power Apps, MS Power BI, MS Power Automate, Excel, Access, and Tableau

Experience managing and developing API-based data transmittals

Knowledge of plug-in electric vehicles, EV charging equipment, automotive trends, electrical systems and design, operation of and processes related to the electric grid, and regulatory developments and interagency activities related to EVs, energy systems, and vehicle-grid integration (VGI) technologies and services

Knowledge of transportation market evaluation factors and methods

Knowledge of and experience with ZEV regulation and policy, particularly within California

Experience in data analysis of large datasets, particularly related to ZEV infrastructure and ZEV charging and refueling programs

Knowledge of economic cost-effectiveness, cost-benefit, and quantitative analysis methods

Strong communication skills, including writing skills

Ability to collaborate and provide situational awareness across Energy Commission units, offices, and divisions, as well as other California agencies

Ability to interact will all levels of technical staff, management, and commissioners

Ability to assume a lead position in a team environment
