(Position is remote but requires California residence)Job Summary:The incumbent of this position provides staff leadership, direction, and mentoring to multidisciplinary project teams including research scientists, post-doctoral research fellows, clinicians, biostatisticians, programmers, program managers, senior project managers, project managers, research associates, and other research support staff. Leads large, complex programs that encompass ten (10) or more medium to large scale projects or multi-regional programs. Develops, facilitates, and manages a portfolio of complex research program under the minimal direction of an R&E Research Scientist or Division Director. May regularly provide significant scientific contribution to grant proposals and to research publications as first author in peer-reviewed journals. Delivers and evaluates complex project management plans, protocols, policies, procedures, and quality control and quality assurance plans. The incumbent indirectly supervises up to 30 individuals and has significant budget responsibility.Essential Responsibilities:
Provides staff leadership, direction, and mentoring to multidisciplinary project teams including research scientists, post-doctoral research fellows, clinicians, biostatisticians, programmers, program managers, senior project managers, project managers, research associates, and other research support staff.
Leads large, complex programs that encompass ten (10) or more medium to large scale projects or multi-regional programs.
Collaborates and consults with the program scientists on determining strategic direction of the scientific research program.
Develops, facilitates, and manages portfolio of complex research program under the minimal direction of an R&E Research Scientist or Division Director.
May regularly provide significant scientific contribution to grant proposals and to research publications as first author in peer-reviewed journals.
Frequently prepares grant proposals, reports, and publications independently and collaboratively.
Regularly directs and consults on study design, methodology, analysis plans, and interpretation of study results.
Routinely directs biostatisticians and programmers in regards to data management and analysis strategies across projects within the program.
Oversees, organizes, and develops activities critical to the development of complex research program initiatives including providing reports to the Division Director and Scientists of the research program, as needed.
Functions on behalf of R&E Research Scientists in the program and serves as primary liaison with local, state, national, and governmental agencies, research sponsors, and scientists at other institutions.
Manages resources to ensure programs are delivered to agreed quality, delivery date, and cost targets.
Demonstrates a good understanding of most functions to independently structure and manage program work in the assigned functional area.
Effectively deploys milestones and functional assignments, organizes resources, and develops timetables and targets for project teams assigned to the program and self to achieve the required results.
Manages complex programs utilizing best-practice program management approaches to deliver against approved estimates for quality on-time and on-budget programs.
Develops objective measures of success to track programs progress against goals.
Follows up on critical issues and delegates issue ownership effectively to program team members.
Identifies operational and strategic implications throughout program work.
Identifies barriers to change and accepts and manages ambiguity/complexity in programs.
Guides team through change barriers and program constraints.
Mentors team members by establishing a mentoring environment.
Builds effective networks of internal and external subject matter expert contacts.
Leads complex program team(s).
Basic Qualifications:Experience
Minimum five (5) years of experience in Program Management.
Minimum fourteen (14) years of project management experience in a healthcare and/or research setting or five (5) years of experience as a Scientific Program Manager.
Minimum fourteen (14) years of professional experience in research principles, design and strategies, biostatistical analyses, and data interpretation.
Minimum twelve (12) years of project leadership experience with leading a project team and personnel management.
Education
Masters degree in public health, healthcare administration, epidemiology, or related field, OR six (6) years of experience in a directly related field.
High School Diploma or General Education Development (GED) required.
License, Certification, Registration

Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
Understanding of the operations and/or business of Kaiser Permanente and health policy trends preferred.
Experience with IRB applications as well as grant, abstract, and manuscript writing.
First author in peer reviewed journals.
High degree of proficiency in the Microsoft Office suite applications.
Experience providing direction to biostatisticians and programmers in regards to data management and analysis strategies.
Must have strong communication (both written and verbal), organizational, and presentation skills.
