Our focus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide.Microsoft's CO+I team is seeking a Datacenter Engineering Procurement Construction (EPC)Cost - Regional Cost Manager - Americas - Execution Oversight Team.As part of the regional Engineering Procurement and Construction (EPC) Execution Oversight Team (EOT), the key responsibilities are to work cross functionally with other EOT members to provide oversight on the consistent implementation of the project service level agreement (SLA) and functional governance, perform project health analysis against the approved SLAs/scope/execution plan/cost/schedule, assist with the project setup, evaluate the site resource effectiveness, conduct spot audits, assist with onboarding and training of the site-based team. The team will be dedicated to this scope and will not be assigned to specific projects or other functional/regional activities. The project reviews and assessment will be as per the EOT roadmap and/or managed by exception should a critical priority be raised within the region. The team will be based in a hub location and will travel together to the site as per the roadmap and business critical priorities.This role is located in one of these hub locations: Atlanta, GA; Boydton, VA, Phoenix, AZ​ or San Antonio, TXTravel requirements are 50-75%. This role is a regional role and will require significant levels of travel to datacenter campuses in the region.Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles of the hub office location.Microsoft’s mission is to empower every person and every organization on the planet to achieve more. Reports to the EPC Regional Cost Management Lead with reporting structure to an EOT Team Lead 

This position requires a senior level of understanding of cost management, commercial issues, Datacenter Construction, Project Management, Telecommunications, and Mission Critical Operations. 

Create and/or maintain best practices to identify and incorporate quality and cost-effective solutions. 

Development of corrective action reports to best understand and communicate project recovery. 

Development of cost management audit reports to best understand and communicate project status. 

Travel required.  

Deep understanding of the c ommercial management of the General Contractor (GC) from liaison with our procurement office on the Request for Proposal (RFP) documents through to the final payments and agreement of the final accounts and paperwork. This will also include :

Detailed estimation of the project based on local design documents.

Agreement of estimates with the GC at during design development and agreement of the contract sum.

Pay application assessment and approval for the GC, all equipment vendors and all project support consultants.

Estimation of and commercial agreement of all change orders.

Draft commercial detail and supporting documents for all funding requests.

Review and agreement of all GC procurement of the subcontract packages including the approval of the sub contract Letters of Authorization (LOAs).

Commercial review of all disputes that may arise.

Commercial management of all other program vendors including:

Presenting proposals to head office for purchase order approval.

Approving invoices for all project vendors.

Final account agreement & closeout for all vendor accounts.

Manage the Cost Management firm contracted to provide commercial support in the region.

Assist in the procurement of Cost Management firm.

Manage the resources allocated to the projects to ensure that they are appropriate in number and quality.

Regular Monthly Business Updates (MBUs) with the cost management firms.

Cost Reporting: Work with the Cost management firm, GC and project controls to ensure that the full suite of cost reports are available for review by Redmond on a monthly basis.

Provide the PER (funding) team all commercial support necessary to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple option cost scenarios.

Design Team commercial support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final decision.

Site selection support: Work with our site selection team in the region to provide constructability reports and site specific comparative estimates on candidate sites. Also provide all funding and Purchase Order (PO) support necessary for this team to perform in the region.

Commercial Process control: Review the current commercial processes in the region and develop these into a commercial playbook. On agreement of this playbook the candidate shall be responsible for the consistent implementation of same.

QualificationsRequired Qualifications:

Bachelor’s degree in Construction management, Project Controls, Quantity Surveying or related field AND 5+ years of experiencemanaging the estimating or commercials on a major construction portfolio

OR equivalent experience

5+ years of experience in the commercial management role in the procurement of general contracts and other construction vendors

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements arerequired for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications:

12+ years of experience managing the estimating or commercials on a major construction portfolio

Royal Institution of Chartered Surveyors (RICS) full membership or equivalent

Commercial knowledge of construction internationally

Experience collaborating with all other areas of the datacenter program with an ability to think strategically and build the trust of our construction partners needed to agree very large construction contracts and final accounts

Construction Project Management IC4 - The typical base pay range for this role across the U.S. is USD $91,800 - $178,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $117,900 - $195,000 per year.Certain roles may be eligible for benefits and other compensation.
