GENERAL DESCRIPTION:

The Wyoming State Engineer's Office and Board of Control's mission is to provide for Wyoming's inter-and intra-state waters' general supervision and protection. This includes the appropriation, distribution, and application to the beneficial use of water as provided under the prior appropriation doctrine and maintaining the flexibility within that framework to meet the changing needs of Wyoming's citizens. The State Engineer's Office collects, analyzes, maintains, and provides water-related information for ensuring the appropriate management and regulation of Wyoming's water resources.

With minimal supervision, the incumbent is responsible for reporting, maintaining, and managing equipment regarding tributary diversions along the North Platte River in the Triangle Area. The incumbent also assists in the creation of reports using ArcMap GIS and Microsoft Office applications.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Obtains daily diversion records during the irrigation season for non telemetered sites in accordance with rules and regulations set forth by the State of Wyoming and the Modified North Platte Decree

  • Completes real-time digitization of these field inspections using geospatial information systems (GIS)

  • Uses all possible information available to determine whether the land has been irrigated, such as producer interviews, GIS applications, vegetation patterns, ditch conditions, weather patterns, stream flows, etc.

  • Inspects water use facilities, structures, and land under water rights permits for permit compliance and adjudication

  • Completes technical inspections of reservoirs for dam safety.

  • Conducts detailed inspections of irrigation facilities to assure compliance with their permits and completes all notes in association with the inspection.

  • Installs and maintains telemetry equipment used by all facets of Division 1 and the State of Wyoming for the timely dissemination of data.

  • Maintains all equipment in proper working order, which includes but is not limited to personally assigned vehicle, ATV, computer, GPS, or any other piece of equipment needed to timely complete duties.

  • Assists with public outreach and education efforts in support of primary duties.

  • Operates State-issued vehicles equipped with monitored GPS for frequent travel.

Qualifications

PREFERENCES:

Preference may be given to applicants with a bachelor's degree or equivalent experience in an environmental or natural science field.

KNOWLEDGE:

  • Knowledge of map reading and ability to identify locations on maps or aerial photography.

  • Knowledge of irrigated agriculture.

  • Skill in oral, written, and interpersonal communication.

  • Knowledge of computers and programs such as Microsoft Office and ARC GIS

MINIMUM QUALIFICATIONS:

Education:

Bachelor's (typically in The Sciences)

Experience:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:
  • The selected candidate must be able to safely utilize a 4-wheel drive truck and an ATV in rugged terrain and willingness to use the same in remote locations while working alone.

  • FLSA: Non- Exempt

  • Frequent travel in State-issued vehicles equipped with monitored GPS technology will be required.
