    Duties

    Summary

    This position serves as a vital part of the VA Police Services often serving as the face of the VA and as the first person a Veteran or visitor encounters when entering a VA facility.

    Responsibilities

    Directs subordinate Police Officers engaged in law enforcement responsibilities. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy, and operational guidance. Directs law enforcement assignments to preserve peace; to prevent, detect, and investigate crimes; to arrest or apprehend violators; and to assist citizens in emergencies, including the protection of civil rights.

    Plans work schedules and sequence of operations daily to assure an even flow and distribution of work, the expeditious handling of priority cases, and meeting of schedules and deadlines. Revises work schedule to meet changes in workload considering factors such as peak loads, availability of manpower, and processing time requirements.

    Coordinates with law enforcement representatives of other units concerning matters of work accomplishment, priorities and procedures. Plans for a sufficient amount of supplies. Makes recommendations concerning the maintenance or replacement of equipment and the maintenance and safety of facilities. Prepares workload and activity reports as necessary and reports the status of operations and significant problems in meeting work schedules to higher-level supervisor.

    Assigns work to subordinate Police Officers based on considerations of such factors as difficulty and requirements of assignments; availability, capability, experience and special qualifications of employees; and other resources available. Formulates and issues (individually or collectively with other Police supervisors or Security Specialists) written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guidelines.

    Responds to highly dangerous and active crimes in progress and makes independent decisions to take/direct/coordinate immediate steps to preserve life and property.

    Prepares performance standards; reviews work in progress or upon completion; analyzes logs and activity reports or other data to ascertain problems in accuracy, adequacy, adherence to procedures, etc., and takes corrective action as necessary; reviews and accepts, amends or rejects work when quality standards have not been completely met. Keeps officers informed of management goals and objectives, and keeps higher-level supervisors informed of employee's performance concerns and complaints.

    Prepares formal requests to fill Police Officer vacancies or to recruit additional personnel to meet workload requirements. Selects or participates with the supervisor in the selection of new officers. Prepares formal requests and recommendations for promotions, reassignments, other status changes, or recognition of outstanding performance of assigned employees.

    Approves and disapproves of routine requests for leave and recommends action in unusual leave usage cases. Receives formal grievances, resolving those that can be resolved at the first full supervisory level. Takes disciplinary action as deemed necessary and/or proposes to higher authority specific disciplinary action consistent with the problem and facts (i.e., suspension, demotion, letter of warning, or removal).

    Formulates training plans for assigned Police Officers; conducts or coordinates informal training to broaden employee skills and to provide back-up skills through cross-training; and recommends formal training courses.

    Participates in the suicide prevention program and intervenes when needed to deescalate active suicidal behavior and/or prevents suicides.

    Trains Police Officers in the use of specialized vehicles and equipment, policies and procedures in support of law enforcement and security operations.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/03/2021.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: GS-8: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    One (1) year of specialized experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience must have been equivalent to the next lower grade level (GS-07) in Federal Service; and may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Specialized experience specific to this position includes: conducting foot, bike, and vehicle patrols; identifying and arresting violators; taking statements from witnesses; writing a variety of reports; conducting investigations; interrogating suspects; preventing, resolving, and investigating simple infractions to violent crimes and felonies; making arrests and performing booking procedures; and issuing citations. This experience must be reflected in your resume to be credited to your rating.

    Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
