JOB SUMMARY

Responsible for successful maintenance of patient records and organizational and administrative operation of the Health Information Management Services Department. Oversight responsibility for operational aspects of department. Serves as resource for faculty regarding medical record content and regulatory requirements. Assures availability of the medical records at all times.

ESSENTIAL JOB FUNCTIONS

  • Executes problem identification, data gathering and implementation of strategy actions that are in the best interest of the department and its mission, values and philosophy.
  • Analyzes, selects and implements programs necessary to achieve the goals and strategic plans of the hospital.
  • Understands how to identify underlying problems that impact the accounts receivable / DNFB process and can work with management across departments to develop and implement solutions. This may include but not limited to educational sessions, work flow evaluation, policy and process development for various departments.
  • Develop the department’s operational plan and direct/support staff in execution of departmental goals.
  • Establishes, reviews, and updates short-term and long-term goals in order to be consistent with hospital-wide plans. Develops comprehensive and realistic annual budgets that reflect departmental, operational and strategic needs based on external and internal environments and the application of cost-effective management.
  • Manages the department in a cost-effective manner by utilizing current materials management techniques, maximizing human resources and continuously reevaluating the manner in which services are delivered.
  • Establishes policies and procedures necessary for effective and efficient systems and management of human resources. Establishes and monitors standards of performance among all subordinates and ensures that standards are being consistently met.
  • Improves subordinate performance through ongoing counseling, coaching, and delegation and feedback practices.
  • Assumes responsibility for a comprehensive departmental orientation program that is documented for each new employee.
  • Conducts department-wide meetings at least once a month, to maintain two-way communication, problem solving and information passing.
  • Interacts positively with members of the medical staff by cultivating liaisons and promoting interaction.
  • Attends meetings, prepares reports and analyzes and provides recommendations in a timely and accurate manner.
  • Assumes the responsibility for successfully fulfilling standards and criteria of licensing and accrediting agencies.
  • Organizes department hierarchy/structure in a manner that results in efficiency, effectiveness and responsiveness.
  • Is responsible for maintaining performance improvement activities and educating the staff in the department.
  • Represents the hospital in court cases involving subpoena of medical or clinical records.
  • Oversee release of information across the entire patient record for the entire continuum of care.

Supervisory duties and responsibilities include:

  • Writes and conducts annual performance appraisals and ensures regular ongoing feedback, coaching, and communication with staff.
  • Ensures high level of performance standards and achievement to meet organization needs and business goals.
  • Provides development opportunities for staff to broaden and enhance skills and abilities.
  • Administers organization policies and procedures.
  • Ensures compliance with safety policies and good housekeeping.
  • Manages initial training of new employees and ongoing training as required.
  • Promotes an environment that fosters team work and commitment to satisfy customer requirements.

MINIMUM REQUIREMENTS

Education / Experience / License and Certifications

  • Bachelor’s Degree
  • Minimum of 3 years supervisory experience, preferred.
  • Minimum of 3 years of related experience, preferred.
  • Recent experience in the hospital field, preferred.
  • Knowledge of The Joint Commission, state and federal regulations for acute facilities and skilled nursing facilities required.

Additional Skills

  • Demonstrated knowledge and skills in the concepts, standards, tools and methods of quality improvement.
  • Proficient in the use of Lean Management practices.
  • Excellent written and verbal communication; proficient use of English language.
  • Intermediate knowledge of electronic records, Excel, Outlook and Power Point.
  • Proficient in organizing work, delegating and achieving goals and objectives.
  • Demonstrated success working with leadership, managers, physicians, and front line staff.
  • Works effectively with physicians, other medical staff, and external agencies. Demonstrates excellent customer relations skills.
