    Summary

    The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position draws from professional educational background, & practical experience. They are required to provide engineering studies & to design & develop improvements where needed. The individual will apply knowledge to complete special projects & assigned to further development for the training position of General Engineer

    Responsibilities

    TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is required for success in the field. Individuals selected follow a formal individual development plan for two years during which they are trained and coached by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

    This position draws from professional educational background, as well as practical experience. They are required to provide engineering studies and to design and develop improvements where needed. The individual will apply knowledge to complete special projects and assigned to further development for the training position of General Engineer or project Engineer.

    Duties of the position include and are not limited to:

    • Provides professional consultative advice to management on the engineering problems and responsibilities involved in the maintenance and improvement of buildings, grounds, utilities and equipment
    • Individually responsible for the coordination of the Engineering Construction Program
    • Conducts continual program reviews and makes recommendations to the Chief, Engineering Service, for improvements and modifications
    • Carries out planning activities that are requested by the Chief, Engineering Service
    • Provide engineering expertise. Will serve as main resource of engineering theories and applications for other staff.
    • Provides professional engineering services (including design calculations) related to the layout, design, development, and completion of construction projects ranging from $50,000 to $1,000,000 and nonrecurring maintenance projects
    • Prepares cost estimates, drawings and specifications, and justification and description for proposed medical center projects and annual major, minor, minor miscellaneous, and NRM project submissions to VACO.
    • Serves as project manager and resident engineer for medical center construction and NRM projects
    • During the construction phase, checks the work progress and insures that plans and specifications are being followed
    • Reviews and approves/disapproves material and equipment submittals
    • Acts as liaison with architects/engineers, supervising the design process which includes coordinating work between hospital personnel and design firms
    • Uses AutoCAD on a daily basis in assisting tradesmen in locating as-built utilities and coordinating maintenance and repair work. Revises contract documents on AutoCAD during construction and coordinates changes with the AE to ensure accurate electronic information using word processing, spread sheets, VA bulletin boards, and project scheduling software.
    • Operates the medical center's Building Automation System on a daily basis which includes changing set points, operating various equipment, data trending, load shedding, power monitoring, and programming
    • Provides engineering program support by preparing reports, studies, correspondence, calculations, policies and procedures with no previous data or direction
    • Delegated areas of responsibility are to be researched by the incumbent to define the situation, the problem, and determine the proper solution with little or no guidance from the chief engineer. Judgment shall be used to modify or adopt standard guidelines and engineering practices to solve new problems and situations
    • Other related duties as assigned

    This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.Basic Requirements:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

    Grade Specific Qualifications:GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Observes, measures, analyzes, maps and describes physical and cultural features and phenomena as required by assigned tasks. Assists experienced engineers in accomplishment of work. Makes calculations, applies formulas, prepares graphs, curves, and tables for other engineers; records factual data in tests and observation studies; performs drafting and minor detail design; and searches technical reports to obtain information.

    Applicants may substitute education for the experience required for the GS-07 level. Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7.

    Applicants may also combine education and experience to qualify at the GS-07 level.

    To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
