General Summary:

Directs all company network operations, including oversight on the installation, testing and maintenance of copper and fiber communications cables, wireline and wireless transmission systems, Digital Loop Carrier, xDSL, switching facilities (both TDM and IP based), Internet Technology and Internet Service (ISP) operations. Ensures that telco personnel understand industry standards, safety procedures, and preventive maintenance operations, including bonding and grounding of communications and data equipment installations. Develops and maintains records to allow reference, analysis, and monitoring of all telecommunications and data components and equipment. Recommends major improvements to plant and equipment. Initiates or recommends purchases of equipment, tools, and supplies. Establishes effective liaison with federal and state regulatory agencies and industry organizations on reporting requirements and standards. Establishes effective liaison with the Incumbent Local Exchange Carrier (ILEC) for the provisioning, installation, delivery, and maintenance of Competitive Local Exchange Carrier (CLEC) communications services across both Unbundled Network Elements and company owned facilities.

Essential Job Functions:

  • Supervises all network operations, Information Technology, and ISP operations either directly or through subordinate supervisors by assigning work, checking quality of work, answering questions, handling personnel issues, and monitoring workflow to ensure timely completion of network provisioning, service installation and repairs.
  • Ensures personnel understand industry specifications, safety procedures, and preventive maintenance operations including bonding and grounding of digital communications equipment installations.
  • Serves on the safety committee and works closely with the Corporate Safety Coordinator to administer a comprehensive safety program.
  • Develops and maintains operational policies and procedures for network provisioning, access service requests, customer service installations and repair, trouble reporting, preventative maintenance, cable restoration, emergency disaster recovery plan, and quality assurance and measurement programs.
  • Ensures Plant and Engineering personnel work together to maintain network records and ensure information is available for reference, analysis and monitoring of network operations and equipment.
  • Coordinates network projects handled by external vendors or contractors by preparing projects for bid, selecting vendors, and overseeing project progress including the installation of, switching facilities, transmission equipment, subscriber and trunk carrier systems and associated network equipment.
  • Manages and coordinates timely completion of all network projects and orders.
  • Develops network budget objectives and controls. Works closely with the Procurement Supervisor on ordering materials and equipment for network operations as appropriate. Assists with maintaining network inventory by monitoring supply levels, determining needs and purchasing equipment, tools and supplies as needed.
  • Maintains contact with zoning, planning, and permitting agencies to stay abreast of changes that may require plant additions or rearrangements.
  • Provides General Manager, Chief Technology Officer, NEUP and Strategic Planning Groups with information regarding current network configuration, status and ability for future expansion as requested
  • Participates as requested in planning and development teams within the Range Corporation.
  • Performs all other related duties as assigned by General Manager.

Knowledge, Skills, and Abilities:

  • Knowledge of telecommunications engineering, construction and maintenance requirements and regulations.
  • Knowledge of telecommunications equipment, transmission and switching networks (both TDM and IP), processes, and emerging technologies.
  • Knowledge of federal, state and local construction practices, regulations and codes.
  • Knowledge of management and leadership principles and practices.
  • Knowledge of company products and services.
  • Knowledge of company policies and procedures.
  • Skill in operating various office equipment such as personal computer, various software programs, and telephone systems.
  • Skill in oral and written communication.
  • Skill in reading and interpreting technical documents and forms including network maps, schematics, purchase orders, invoices, expense reports, time reports, material requisition forms, work orders, trouble tickets, and service orders.
  • Ability to read, analyze, and interpret common technical journals, financial reports and legal documents.
  • Ability to communicate with customers, employees, and various business contacts in a professional and courteous manner.
  • Ability to organize and prioritize multiple work assignments.
  • Ability to pay close attention to detail.
  • Ability to make sound decisions using information at hand.
  • Ability to create a team environment and sustain employee morale.

Driver’s license

Education and Experience:

Any combination of education and experience equivalent to a bachelor’s degree in electronics, engineering, or related field PLUS five to seven years of management experience in telecom engineering, plant, or network operations. Note: In absence of a bachelor’s degree in electronics or engineering, equivalent experience qualifes with 10 years experience in outside plant or telecommunications engineering.
