Summary/Objective

The Fiscal Administrator is responsible for carrying out assigned accounting responsibilities and coordinating clerical functions in designated Finance service areas to include payroll, accounts payable, cash receipts, fixed assets and general accounting. These duties will include the associated reporting requirements, and compliance and audit activities associated with VOANR organizational accounting and fiscal service functions on a professional level working closely with senior management, program leadership, and other members of the Finance team. This position carries out responsibilities in the following functional areas: accounting and compliance.

  • Maintain the level of knowledge necessary to administer organizational financial service activities while adhering to sound internal control protocol, Federal/State regulatory requirements, Volunteers of America Northern Rockies policies, and grantor or donor contract requirements and intentions.
  • Supervise assigned accounting staff and coordinate accounting processes in designated service areas to include payroll, accounts payable, cash receipts, fixed assets and other general accounting functions as assigned.
  • Conduct interviews, facilitate staff training / communication, and perform quarterly evaluations for staff supervised.
  • Produce program reports and other accounting tools needed to support organizational decisions and financial reporting.
  • Analyze program reports, general ledger accounts and monthly expense allocations for reasonableness and accuracy according to standard accounting principles.
  • Train program leaders and staff on financial issues and work with program staff on the flow of needed information.
  • Assist with the maintenance of software systems utilized in the Financial service area.
  • Monitor expenditure activity to ensure compliance with internal control policies while securing all required authorizations.
  • Monitor for security threats and inform Finance Director of concerns and plans of action.
  • Perform analytics to understand variances and act on errors detected or discrepancies.
  • Compile organizational statistics into a monthly scorecard for decision support and budget preparation.
  • Monitor aged receivables and payables reports to ensure timely reimbursement and payment.
  • Compile program reports for monthly distribution, and as needed, for senior leaders and program managers/directors.
  • Maintain an excellent level of comprehension surrounding Microsoft Office tools, Excel, and internal accounting software systems to effectively and accurately carry out all job duties.
  • Understand other aspects of accounting and finance sufficiently to act as a back-up in areas of the department.
  • Stay current on regulatory, and various other requirements impacting the area of service.
  • Perform accounting and clerical functions in conformity with GAAP/FASB requirements.
  • Work collaboratively and act as a resource for organizational leaders and employees for program financial matters.
  • Perform a quality assurance function with each monthly accounting cycle to ensure accounting activity is reported accurately.
  • Work closely with the Director of Financial Services to ensure appropriate expense allocations to programs, service areas, and grants.
  • Ensure timely adherence to all reporting requirements.
  • Maintain audit readiness for all records and work with the Director of Financial Services as needed for various monitoring visits and review processes.
  • Maintain appropriate records to meet record retention requirements.
  • Contribute to the Financial Services team by lending assistance as required and cross-training in other aspects of the department to ensure outstanding service.

Supervisory Responsibility

This position may have direct supervisory responsibilities and may serve as a coach and mentor for other positions in the organization.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets, and bend or stand on a stool as necessary.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel

Limited travel may be expected for this position.

Required Education, Experience or Eligibility Qualifications

  • A bachelor's degree and five to six years of Accounting experience, or eight to ten years of experience in the accounting field, or any similar combination of education and experience.

Preferred Education and Experience

  • Bachelors' degree in accounting or related field.
  • Five to eight years of the grant, compliance, and accounting experience.
