General Purpose

Manages the day-to-day operations of a geographic territory, region, location or functional unit that has a significant impact on corporate, business unit, or organizational objectives. Establishes and implements business objectives, strategies, and plans. Manages and allocates financial and employee resources. Responsible for selecting, coaching and developing employees. Implements and supports company programs and policies. Usually responsible for establishment and adherence to department budget. This position acts as HR/Labor Manager at Bridger Coal Company.

Responsibilities

Provide consultation to management regarding HR strategies, products, services and processes.

Partner with management and other HR representatives on all aspects of human resources, including but not limited to recruitment, interviewing, selection, employee relations, labor relations, compensation, benefits, disability, workforce planning, organizational designed and policy review.

Conduct special studies, investigations and analyses and presents findings and recommendations to management.

Research, analyze, develop and implement new strategies, programs, and/or processes in response to changing internal and external conditions.

Provide advice and counsel to management regarding HR related issues.

Investigate and evaluate complex employee relations situations, develop creative alternatives and provide recommendations. Respond to and investigate complaints.

Manage, mentor and counsel the work of subordinates and staff.

Represent the company’s interests in arbitrations, unemployment hearings, legal proceedings and other agency related actions brought against Bridger Coal Company, in conjunction with counsel.

Interface with employees relations and staffing contacts at PacifiCorp.

Manage and oversee Bridger Coal Company’s labor relation programs, policies and procedures.

Interpret collective bargaining agreement, administer grievance procedures including arbitrations and assist all levels of management on labor matters.

Negotiate with labor union and represent the company in formal grievance proceedings.

Facilitate, advise, participate, and direct others on contract negotiations.

Plan and coordinate with mining management and PacifiCorp talent management and succession planning for Bridger Coal Company.

Requirements

¬ Bachelor¬„s Degree in Human Resources, Management, or a related field; or the equivalent combination of education and experience.¬ A minimum of seven years experience in human resources or labor relations.¬ A minimum of three years of direct people management experience.¬ Management skills including the ability to establish objectives, executive policy, monitor resources, and manage the development or implementation of a system, program or process.¬ Leadership and teamwork skills to provide input into policy decisions, and to mobilize resources to produce desired business results.¬ Excellent communication and interpersonal skills to manage and motivate employees and work collaboratively with other departments.¬ Knowledge of company¬„s strategic plan, objectives for human resources, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.¬ Proficient with the use of personal computers including word processing, spreadsheet and presentation applications.¬ Demonstrated knowledge of employment law, staffing processes and labor relations.

Advanced degree PHR or SPHR Certification Knowledge and experience in the coal mining industry
