GENERAL DESCRIPTION:

This position works under the administration of the Division of Victim Services (DVS) and the Safe2Tell program manager. This position's responsibility will be to market and promote the Safe2Tell Wyoming program, which will be accomplished by producing informational material and distributing it through social media, printed media, public presentations, and educational outreach. This position will assist the Safe2Tell program manager in collaboration with schools and agencies statewide to maintain, review, and promote the Safe2Tell Wyoming program. Additionally, this position shall assist DVS with general conference planning and training schedules DVS. This position will require extensive in-state travel. Please note this position will start at the beginning of January 2021.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Promotes the Safe2Tell program with a proactive public relations/marketing plan

  • Creates and establishes public relations with various entities

  • Assists with the planning and execution of a viable Safe2Tell information program, including media plan and calendar, news releases, preparation of editorials, responses to inquiries, speeches, and internal information products

  • Supports the program in various manners, including written correspondence, presentations, public speaking, maintaining databases

  • Provides input into setting a budget concerning travel costs and feasibility of purchasing proposal material within the parameters of the grant

  • Trains and distributes materials on the Safe2Tell program to all 23 counties in the state

  • Responsible for creating and implementing an outreach plan for Safe2Tell

  • Participates in strategic planning efforts related to promoting Safe2Tell and its mission

  • Develops and maintains all bids for new printed materials

  • Develops lesson plans and training techniques to educate the public on the Safe2Tell program effectively.

  • Presents materials in a professional manner that does not influence or offend the community in ways of negative concerns

  • Maintains equipment used and travels responsibly throughout the state

  • Follows supervised protocols, i.e., daily reports, electronic communications, and division's recommendations

  • Represents the agency and DVS with the public

  • Promotes the 5 core mission areas of Prevention, Protection, Mitigation, Response and Recovery

  • Assure that the Safe2Tell program supports the National Preparedness System by engaging communities to prepare and respond to threats and hazards that pose a risk to security

  • Coordinates DVS Conference & Training

  • Creates and establishes public relations with statewide victim services stakeholders

  • Assists with the planning and execution of DVS conference and periodic training; including a social media campaign, press releases, preparation of registrations, responses to inquiries, and chairing a conference planning committee

  • Promotes DVS in various manners, including written correspondence, presentations, public speaking, and maintaining a mail distribution list

  • Promotes DVS's mission of cultivating social change and access to victim services through resources, education, and program support and development.

  • Provides awareness, education, and technical support to programs serving crime victims and the general public. DVS supports legislative, judicial, and social reforms beneficial to crime victims

  • Supports legislative, judicial, and social reforms beneficial to crime victims

  • Train and distribute work to Conference Committee members

  • Responsible for creating and implementing an outreach plan for promoting DVS

  • Explores outside funding options by recruiting sponsors from community stakeholders

  • Participates in strategic planning efforts related to DVS conferences and other training opportunities for victim service providers

  • Develops and maintains all bids for new printed materials

Qualifications

PREFERENCES:

Preference will be given to those with experience in a public relations and/or marketing-related field.

KNOWLEDGE:

  • General knowledge of computer-based applications, web-based applications, social media applications

  • Specific knowledge of Microsoft Word, Excel, Adobe Photoshop, Illustrator, and InDesign

  • Specific knowledge of FaceBook, Snapchat, Twitter, and Instagram

  • Ability to design and present by PowerPoint

  • Skills in public speaking

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Public Relations)

Experience:

0-2 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist I

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist I

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Traveling in a vehicle for lengths at a time

  • Sitting and standing

NOTES:

  • FLSA: Non-Exempt

  • Travel in-state over 50% of the time

  • Successful applicants must pass a background investigation and credit check.
