GENERAL DESCRIPTION:

The Wyoming Department of Health seeks to fill this full-time, non-exempt Medical Materiel Management and Distribution Coordinator Position. This position will serve in the Wyoming Department of Health, Public Health Preparedness, and Response (PHPR) Unit. The purpose of this position is to provide guidance, support, and technical assistance to state and local public health departments and communities to prepare, prevent, respond, and rapidly recover from public health threats critical to protecting and securing the nation’s public health.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Maintain primary and backup communications systems, including telephones and dedicated telephone lines, cellular phones with chargers, dual-band, P25 compliant radios (walkie-talkies), high-frequency radios, television, internet, etc. non-technology dependent systems, and satellite communication.

  • Coordinate and provide communications procedures and protocol training to Public Health Preparedness and Response, Incident Management Team, and County Public Health Response Coordinators as needed.

  • Conduct and maintain radio and communication resources inventory and report them to the unit inventory coordinator.

  • Maintain expert-level skills and knowledge of communication technology related to redundant technologies, including WYOLINK, satellite telephones, and HF radio.

  • Serve as lead planner for developing, reviewing, and updating the Communications Plan.

  • Attend WYOLINK meetings.

  • Coordinate Government Emergency Telecommunications Service/WPS for the department and local public health departments.

  • Coordinate Epi-X program for the department.

  • Ensure Wyoming Department of Health and local health department compliance with SAFECOM guidance.

  • Maintain expertise in procurement and selection of radio equipment for Wyoming Department of Health and local health departments.

  • Manage the Wyoming Department of Health Medical Countermeasures stockpile of antivirals and antibiotics.

  • Carry out procurement actions necessary to keep the stockpile viable with zero expired products on hand.

  • Assist with planning development of the Wyoming Department of Health, local and tribal Medical Countermeasures plans, and act as the alternate Medical Countermeasures planning coordinator.

  • Participate in operational readiness review activities as assigned.

  • Maintain the Wyoming Department of Health cold chain management equipment (vaccine coolers, freezers, and refrigerators), including serving as subject matter expert for the local and tribal health departments and liaison with the Immunization Unit.

  • During responses, exercise, or real-world, carry out assigned Incident Command System role under the Incident management Team Operations and Logistics Section.

  • Train or assist with the training staff, Public Health Response Coordinators, or Public Health Nurse Managers in Medical Countermeasures program components as assigned.

  • Serve as a logistician and assist with logistical and operational requirements during exercises or real-world responses under the unit Incident Management Team.

  • Serve as alternate Inventory Management Asset Tracking System administrator and upload Center For Disease Control mandated reports as required.

  • Carry out shipping, receiving, storage, inventory management, asset tracking, transportation labeling, packing, and shipping activities during exercise or real-world response activities.

  • Schedule, coordinate, conduct, track and report on participation, and document drills designed to verify the functionality of the WYOLINK radio system (Twice per month)

  • Schedule and coordinate with Medical Countermeasures and Dispensing Coordinator to conduct, track and report on participation, and document various activation notification drills designed to verify the functionality, validate group/users, and acknowledge alerts. (Quarterly)

  • Schedule and coordinate with the Wyoming Alerting and Response Network Administrator to conduct, track and report on participation, and document various activation notification drills designed to verify the functionality, validate group/users, and acknowledge alerts. (Quarterly)

  • Schedule, coordinate, conduct, track, and document Government Emergency Telecommunications Service/WP drills designed to verify the Government Emergency Telecommunications Service/WP system (Quarterly)

  • Available to work 24/7/365

  • Support COVID-19 response activities

  • Other duties as assigned

Qualifications

PREFERENCES:

Preference will be given to candidates with a high level of technical knowledge of state and federal emergency preparedness systems and resources, which are essential for public health emergency planning and response to a public health emergency.

  • Skills in performance measurement and developing strategies to coincide with program objectives and project coordination.

  • Abilities to communicate effectively using both written and spoken methods; prepare for and speak effectively and make professional presentations; establish and maintain effective working relationships; to function effectively during an emergency in a high-stress environment.

  • Requires valid motor vehicle operator's license and acceptable driving record, both of which must be maintained

  • Preference may be given to candidates who are forklift certified

  • Preference may be provided to candidates who have completed certification training in the following FEMA courses: ICS – 100; ICS – 200; ICS – 300; ICS – 400; ICS – 700; ICS – 800

  • Due to the nature of this position and the need to support response activities, telework opportunities are limited.

KNOWLEDGE:

  • Knowledge of various types of communications systems

  • Excellent organizational skills

  • Knowledge of medical countermeasures, points of dispensing, and the strategic national stockpile (SNS)

  • Knowledge of general logistics, transportation, and warehouse operations

  • Knowledge of the National Incident Management System

  • Knowledge of the Incident Command System

  • Knowledge of principles of emergency, continuity, and contingency, logistical, strategic, and tactical planning and management; and principles of public health

  • Knowledge of various Federal Communication Commission regulations

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-1 years of progressive work experience in (typically in Emergency Preparedness)

OR

Education & Experience Substitution:

3-4 years of progressive work experience in (typically in Emergency Preparedness)

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee will sit comfortably to perform the work.

  • There may be some walking, standing, bending, and carrying light items.
