    Responsibilities

    • Knowledge of Federal land laws, regulations, policies, and procedures sufficient to process a wide variety of land actions (e.g. rights-of-ways, permits, leases, etc.)
    • Ability to complete legal land descriptions, abstract and interpret master title plats, survey plats and records, topographic and surface management maps, ans plans of development.
    • Knowledge of interrelationships between realty actions and other resource values being managed under the multiple use and sustained yield concept.
    • Skill in preparing NEPA documents, lead and participate on Interdisciplinary teams.
    • Ability to communicate effectively both verbally and in writing with a variety of resource specialist, industry representatives, private landowners, environmental interest groups and the general public.

    Qualifications

    For GS-07: To qualify for the GS-07 level, you must have 1 year specialized experience equivalent to the GS-05 level in the Federal Service OR have one full year of graduate level education OR Superior Academic Achievement (SAA). To find out more information about SAA please refer to https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=app. Examples of Specialized experience at the GS-07 level include research and analytical skills in public lands realty case work such as: rights-of-way, temporary use permit, exchanges, public land sales, recreation leases/patents/airport leases/land classification, withdrawals, trespass, etc. or other public use authorization.

    For GS-09: To qualify for the GS-09 level, you must have 1 year specialized experience equivalent to the GS-07 level in the Federal Service OR have a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR an LL.B or J.D. if it related to the position being filled. Examples of Specialized experience at the GS-09 level include knowledge of Realty actions related to public land management. This includes experience in locating and interpreting laws and regulations used in adjudication of individual rights and claims filed under public land law, regulations, assisting in field exams casework processes and preparation of environmental analysis and documents for various land cases. Education and experience may be combined to meet the specialized experience required for all grades.

    Please note: Real estate work in the private sector is not considered qualified unless the experience demonstrates a specific relationship to public lands and issues.

    Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
