Basic telecommunications networking skills to meet CompTIA A+ standards to provide software systems engineering development and support services for Sensor Enabled Location System (SELS), Camera Analytics, and other designated systems
Provide engineering resource(s) to perform functions necessary to support the SELS Program, including but not limited to the following activities:
Provide technical expertise related to implementation, verification, and validation of camera analytics
Support testing, validation, configuration, and monitoring of the performance and software of the SELS systems
Review functional requirements and produce detailed technical requirements for implementation of sensor technology and camera analytics
Provide full SDLC life cycle support for the project including design, coding, implementation, testing, deployment, release and post-deployment support and enhancement activities
Participate in and report on technical design reviews involving supplier solutions
Conduct trade studies to identify camera analytics products throughout the industry
Advise project management of possible approaches to adopt new requirements and implement them into software tasks to best fulfill expectations
Generate all pertinent support documentation to be used for remote management of fielded SELS hardware and software components for diagnosing, troubleshooting, and resolving field‑related problems
Develop machine learning software for the purpose of validating camera analytics requirements for implementation
Conduct and support system development and testing, as well as performance tuning for camera analytics and sensing technologies
Interface with software and hardware vendors for technical support
Troubleshoot and support identification and correction of configuration abnormalities within the current fielded SELS software and hardware and other designated systems
Write both script and executable supplemental routines to provide full functional support of both system and application tasks for the SELS and Camera Analytics Initiative
Provide documentation, as well as support and review other documentation for testing and deployment of software
Implement and maintain system security (create and maintain users and roles, assign privileges)
Travel as required for meetings and testing of software at remote off-site facilities, often during non-normal work hours
Coordinate with other USPS organizational entities and stakeholders
Cooperate with other suppliers supporting the same application and/or program as directed by the USPS Program Manager
Communicate effectively both verbally and in writing to both software engineers and field users alike, to assist in understanding, guiding, and finding solutions to both simple and complicated problems and software procedures
Integrate SELS output data with other platforms as needed
Key deliverable camera analytics objectives include the following within 3 months of contractual start:
Calculate the average wait time, within the last 5 minutes of an employee at a time clock
Calculate the throughput of employee wait time in line (in seconds) to time clock
Count of employees at the time clock per day
Postal object detection, identification, and locationing
Customer journey (historical time-based x, y position) within retail unit
Employee journey on workroom floor as event, x, y, and time stamp
Container fill level detection (0,33,66,100%)
Dock zone density usage calculation
Count of containers within user defined zone
Dwell time of individual people and container(s) within user defined zone
Develop models to detect Postal objects using Jetson, DGX, or Microsoft provided computer resources
Consolidate models to run in parallel or together and to output to the same event log
Develop image collection method to scrap, annotate, and label images identifying Postal objects
Create application programming interface to output identified business event and location results
Document processes with images and step by step instructions sufficient to allow a Postal employee to replicate developed solutions
Resource shall have demonstrated professional experience with Microsoft Azure AI Gallery or Nvidia products including Nvidia model zoos and open-source software
Experience shall allow resource to provide USPS with tangible solutions within 2 weeks of contract start, using Nvidia and Microsoft products
Resource shall create Jupyter notebooks Resource shall demonstrate ability to code in Python Resource shall create Camera Analytics Event logs Resource shall setup containers to enable rapid deployment of operating systems with camera analytic models Resource shall demonstrate professional experience with Lidar and or camera analytics technologies
Experience shall allow resource to implement a scalable solution to identify tractor trailer load percentage (0,25,50,75,100% full) and dock door open/closed state within 4 weeks of contract start
Resource shall implement lidar to identify container fill level in 0, 33,66, 100% fill levels
Create application programming interface to output identified business event results
Resource shall support other sensing technologies and platforms as directed using Python, Go lang, C, Arduino, Raspbian, Raspberry Pi, Ubuntu, Windows OS, JavaScript (JS), NodeJS, ReactJS, AngularJS, HTML5, CSS, SQLite, scripting, command line interface (CLI), Nvidia Model Zoo, Nvidia deep learning, Jetsons, Microsoft Stack Edge technologies, advanced statistics, machine learning, automated software testing, RESTful API, Kubernetes, Docker, webhooks, and basic telecommunications networking skills to meet CompTIA A+ standards
Resource shall demonstrate ability to adopt/refactor/test/develop with microservices
Resource shall demonstrate ability to write software to integrate with hardware and middleware for RFID, LIDAR, and cameras
Resource shall demonstrate ability to use/develop machine learning / AI open source flatform such TensorFlow, droidlet, PyTorch, Keras, Apple Core ML, OpenCV, caffe, Scikit
Resource shall demonstrate professional experience working with open source with specific attention to:
Ability to setup/config/develop the open-source applications
Ability to develop from existing open-source projects
Ability to integrate from different open-source projects to build quick prototypes
Resource shall identify and recommend solutions that will either save USPS at least $20,000 annually or generate a profit of $20,000

Current USPS COVID policy may allow telecommuting. Once the USPS COVID policy is rescinded, personnel will be required to report to Merrifield building on full time basis.The security clearance for this program requires the selected candidate to have resided in the US for the past five years.
