The Position

The Director of Human Resources & Labor Relations plans, coordinates, and directs the operations of the City’s Human Resources Department, and is responsible for administering a full range of human resource programs including recruitment and selection, policy development and administration, employee compensation and benefits, training and development, collective bargaining, and employee and labor relations. As a lean Department of two, the Director is hands-on in day-to-day HR operations including key management-level recruitments, research and analysis, labor and employee relations, and training. The Director is responsible for coordinating work with other outside consultants and employment and/or labor attorneys to achieve Department and City objectives. The Director also serves as Secretary & Chief Examiner for the Civil Service Commission for the Police and Fire Departments.

The HR Director serves as the principal advisor to the Mayor and City Council on HR topics, and serves on the City’s executive leadership team providing advice and counsel on decisions with organization-wide impacts.

The Director is the lead labor negotiator for collective bargaining and grievance resolution with the City’s four labor groups including the Teamsters, Commissioned Police Officers, Non-Commissioned Police Staff, and Firefighters, and is responsible for positive labor relations with the unionized workforce.

Education & Experience

Qualified candidates will have a Bachelor’s degree from a college or university with an emphasis in human resources, public administration, business management or a closely-related field, AND five (5) or more years management-level HR program management experience. Equivalent combinations of education and experience may be considered.

Experience managing Human Resources function in a public sector organization and union environment highly preferred. SHRM or HRCI certification preferred. For full qualifications and special requirements, please refer to the job description.

Compensation & Benefits

Salary Range (5-step scale):

$104,313 - $117,405 DOQ
